Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. Provides that notwithstanding any law of the State or political subdivision of the State to the contrary, an individual or entity may engage in the practice of one of the specified professions without being licensed under any Act administered by the Department, provided that the individual or entity (1) is duly licensed by, or otherwise authorized to practice the profession by, any state or territory of the United States, (2) restricts his, her, or its licensed or authorized services and duties solely to the provision of care or service at a free medical clinic as defined in certain provisions of the Good Samaritan Act, and (3) provides only the care or services that the individual or entity is licensed or otherwise authorized to provide by any state or territory of the United States. Defines "specified professions". Makes other changes. Effective immediately.

Amends the Uniform Prescription Drug Information Card Act. Provides that a discounted health care services plan administrator shall issue to its beneficiaries and insureds a card or other technology containing uniform prescription drug information. Provides that the card or other technology issued by a discounted health care services plan administrator shall display the same mandatory data elements as is required on cards and other technologies issued by health benefit plans. Sets forth a definition for "discounted health care services plan administrator".
Amends the Real Estate Appraiser Licensing Act of 2002. Makes changes throughout the Act that mark the transfer of authority to administer and enforce the Act to the Department of Financial and Professional Regulation (rather than the Office of Banks and Real Estate). Replaces "associate real estate appraiser" with "associate real estate trainee appraiser" throughout the Act. Changes the Real Estate Appraisal Board to the Real Estate Appraisal Administration and Disciplinary Board. Provides that a person who violates certain licensure provisions for a second or any subsequent time is guilty of a Class 4 felony. Sets forth additional education requirements for licensure under the Act. Removes a provision allowing a person who holds a valid license as a licensed real estate appraiser, issued pursuant to a predecessor Act, to convert that license to an associate real estate appraiser license. Removes a provision concerning licensed real estate appraiser's licenses issued pursuant to a predecessor Act and provides that an associate real estate trainee appraiser license may not be renewed more than 2 times. Adds a provision concerning temporary license suspension. Provides that an education provider may use an instructor who is a faculty member in good standing with an accredited college or university or community college or who is an approved appraisal instructor from an appraisal organization that is a member of the Appraisal Foundation. Imposes conditions on any rulemaking authority. Makes other changes. Repeals a Section concerning identifying a client. Effective immediately.
Amends the State Finance Act, the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Increases the amount that must be deposited into the McCormick Place Expansion Project Fund from certain use and occupation tax proceeds. Amends the Metropolitan Pier and Exposition Authority Act. Increases certain bond authorization limits of the Metropolitan Pier and Exposition Authority from $2,107,000,000 to $2,457,000,000. Extends the bond repayment schedule for the Metropolitan Pier and Exposition Authority to the year 2050. Effective immediately.

Amends the Limited Liability Company Act. Provides that a limited liability company shall not open, operate, or maintain an establishment for any of the purposes for which a limited liability company may be organized under the Act without a certificate of registration from the Department of Financial and Professional Regulation authorized by law to license individuals to engage in the profession or related professions concerned, for the professions of dentistry or medicine or in any licensing Act administered by the Department in which any licensee intending to incorporate is limited to incorporating as a professional corporation. Establishes procedures and fees for obtaining certificates of registration. Provides that a certificate of registration shall not be assignable. Effective immediately.
Amends the Pharmacy Practice Act. Replaces "pharmacy intern" with "student pharmacist". Provides that any person may apply and successfully register with the Department as a student pharmacist if he or she provides proof that he or she is actively enrolled in a course of study for his or her first professional degree in pharmacy at an ACPE accredited college of pharmacy and has not engaged in conduct or behavior determined to be grounds for discipline under this Act. Provides that once a student pharmacist receives his or her certificate of registration from the Department, he or she may, under the supervision of a licensed pharmacist, assist in the practice of pharmacy and perform any and all functions delegated to him or her by the pharmacist. Provides that the any person who is enrolled in a non-traditional Pharm.D. program at an ACPE accredited college of pharmacy and is a licensed pharmacist under the laws of another U.S. jurisdiction shall be permitted to engage in the program of practice experience required in the academic program by virtue of such license and shall be exempt from the requirement of registration as a student pharmacist. Effective December 31, 2009.
