Appropriates $6,807,000 to the Auditor General to meet the ordinary and contingent expenses of the office of the Auditor General in State Fiscal Year 2014. Appropriates $22,109,989 from the Audit Expense Fund to the Auditor General for administrative and operation expenses and audits, studies, investigations, and expenses related to actuarial services in State Fiscal Year 2014. Effective July 1, 2013.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning the purpose of the "Medicaid" Article.
Creates the Illinois Titanium Powdered Metals Development Act. Creates the Illinois Titanium Powdered Metals Development Advisory Committee within the Department of Commerce and Economic Opportunity. Sets forth the membership of the Committee, including the Director of Commerce and Economic Opportunity and members appointed by the Governor and each of the legislative leaders. Sets forth the powers and duties of the Committee, including assisting with the growth and development of the titanium powdered metals industry within Illinois and the creation of a consortium or center that conducts, coordinates, and supports titanium powdered metals research, promotion, and marketing activities in the State. Requires the Committee to prepare and submit an annual report to the Governor and the General Assembly. Contains other provisions. Amends the Illinois Enterprise Zone Act. Provides that businesses that (i) intend to make minimum investment of $3,000,000 in titanium powdered metals manufacturing which will be placed in service in qualified property and (ii) intend to create or retain a minimum of 15 full-time equivalent jobs in titanium powdered metals manufacturing at a location in Illinois are considered high impact businesses. Effective immediately.
Amends the Property Tax Code. In a Section concerning pollution control facilities, provides that effective date of certification as a pollution control facility shall be the later of: (i) January 1 of the year in which the facility is certified or (ii) the date of the construction or installation of the facility. Provides that the term "pollution control facility" includes, but is not limited to, ultra-low sulfur diesel equipment.
Amends the Pharmacy Practice Act. Makes a technical change in a Section concerning licensure without examination.
Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Provides that the Department of Transportation shall develop and implement a life-cycle cost analysis for each new construction or reconstruction project undertaken by the State for roads (instead of "State road project") under its jurisdiction for which the total pavement costs exceed $500,000 funded in whole, or in part, with State or State-appropriated funds. Effective immediately.
Amends the Illinois Dead Animal Disposal Act. Removes references to "used cooking grease and oils". Provides that fees under the Act shall be set forth in administrative rules. Provides that the Department of Agriculture of the State of Illinois may refuse to issue or renew, or may suspend or revoke, a license or vehicle permit for failure to pay any fine or fee owed the Department. Makes other changes. Effective immediately.
