PROCUREMENT-SERVICE ORGS

Amends the Illinois Procurement Code. Provides that the Code does not apply to contracts between the Department of Agriculture and a non-profit service organization for the purpose of providing goods or services on the Illinois State Fairgrounds during the Illinois State Fair or on the DuQuoin State Fairgrounds during the DuQuoin State Fair. Effective immediately.

INC TX-NATL GUARD-TECHNICIAN

Amends the Illinois Income Tax Act. Provides that individual taxpayers are entitled to a deduction in an amount equal to compensation paid to that taxpayer by reason of employment as a National Guard dual status military technician.

SERIOUS TRAFFIC VIOLATION FEE

Amends the Illinois Vehicle Code. Provides that the $35 additional fee for serious traffic violations shall not become inoperative until January 1, 2020 (rather than October 13, 2014). Makes corresponding changes to the Clerks of Courts Act and the Unified Code of Corrections. Effective immediately.

ROTA-BAD DEBT

Amends the Retailers' Occupation Tax Act. Provides that a retailer is relieved from liability for any tax that becomes due and payable if the tax is represented by amounts that are found to be worthless or uncollectible and have been charged off in accordance with generally accepted accounting principles on and after July 1, 2014. Provide for a deduction if the retailer had previously paid such a tax. Effective immediately.

CRIM CD-FIREARM TRANSPORT

Amends the Criminal Code of 2012. Provides that a contractor or subcontractor under a contract or subcontract for the development and supply of rifles, shotguns, weapons, or ammunition to the United States government or any branch of the Armed Forces of the United States, when the activities are necessary and incident to fulfilling the terms of the contract, may transport these weapons even if they are not broken down in a non-functioning state, or are immediately accessible. Permits the transportation of a rifle with a barrel or barrels less than 16 inches in length that is not broken down in a non-functioning state, or are immediately accessible by a person: (1) who has been issued a Curios and Relics license from the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives; or (2) who is an active member of a bona fide, nationally recognized military re-enacting group and the modification is required and necessary to accurately portray the weapon for historical re-enactment purposes; the re-enactor is in possession of a valid and current re-enacting group membership credential; and the overall length of the weapon as modified is not less than 26 inches. Effective immediately.

LIQUOR-NON-ALCOHOLIC BEVERAGES

Amends the Liquor Control Act of 1934. Provides that the provisions of the Act that prohibit liquor distributors and liquor manufacturers from giving anything of value to a person who has a retailer's license do not authorize the Liquor Control Commission to regulate beverage products that contain one-half of one per cent, or less, of alcohol by volume. Provides that the provisions of the Act shall not apply to any liquid or solid containing one-half of one percent, or less, of alcohol by volume.

INS CD-CONVERSION-STOCK CO

Amends the Illinois Insurance Code in the provision concerning a mutual company's conversion to a stock company. Provides that the mutual company's meeting to vote upon the plan of conversion shall not be set for a date less than 30 days (rather than 60 days) after the date when the notice of the meeting is mailed by the mutual company. Makes a technical correction. Effective immediately.

UNEMPLOYMENT-NEWSPAPER DELIVER

Amends the Unemployment Insurance Act. Provides that the term "employment" does not include the delivery or distribution of newspapers or shopping news to the consumer, rather than to the ultimate consumer. Deletes provisions relating to delivery to the ultimate consumer. Effective immediately.

PROP TX-CROPPED SOIL

Amends the Property Tax Code. In a Section requiring the Department to certify to each chief county assessment officer the equalized assessed value per acre of farmland for each soil productivity index, provides that any increase or decrease in the equalized assessed value per acre by soil productivity index shall not exceed 10% from the immediate preceding year's soil productivity index certified assessed value of the median cropped soil. Effective immediately.

$VILLAGE OF DEPUE-TECH

Appropriates $2 from the General Revenue Fund to the Environmental Protection Agency for a grant to the Village of DePue for shoreline stabilization and water retention. Effective July 1, 2013.
