$DPT VET AFF-LASALLE VETS HOME

Appropriates $8,000,000 from the General Revenue Fund to the Department of Veterans' Affairs for the staffing of the 80 additional beds at the LaSalle Veterans Home. Effective July 1, 2007.

HEALTH INS CHOICE

Creates the Health Insurance Choice Act. Requires certain small employer carriers to offer health insurance choice policies to employees of eligible employers, and requires eligible employers to facilitate insurers offering the coverage. Requires eligible employers to offer their employees a group health plan. For a health insurance choice policy, establishes the maximum aggregate benefits for each enrollee and the standard required benefits. Sets forth the policy requirements. Requires employers to perform means testing to determine eligibility requirements. Designates conditions for the guaranteed renewability and availability of a health insurance choice policy. Sets forth language to be included in enrollment applications and policies. Requires insurers to provide written disclosure statements. Applies the Small Employer Health Insurance Rating Act to health insurance choice policies under certain conditions. Amends the Illinois Income Tax Act. Creates an income tax credit for taxpayers that are eligible employers under the Health Insurance Choice Act in an amount equal to 33% of the amount of any contribution made by the taxpayer towards the premium of a health insurance choice policy. Amends the Illinois Insurance Code to exempt the Health Insurance Choice Act from the Accident and Health Insurance Article of the Code. Effective immediately.

MOBILE HOME LANDLORD TENANT

Amends the Mobile Home Landlord and Tenant Rights Act. Provides that a park owner shall present a lease to a prospective tenant at least one day before signing the lease. Provides that when a mobile home park is owned by an entity that is publicly traded on any national stock or securities exchange, then the following conditions apply: 1) the park owner is to have a refund procedure for a lease or purchase agreement that a prospective tenant cancels within 3 days after signing the lease or purchase agreement; 2) if a tenant leaves the park because of a temporary illness or disability, the park owner shall allow qualified, including age in a park that has "housing for older persons", relatives designated by the tenant or the tenant's guardian to live in the home; 3) automatic lease renewal for 2 years unless certain requirements are met, such as a 30-day notice and a notice of reasons for the non-renewal of the lease; 4) the park owner is to give 12 months notice of a decision to close all or part of the park. Provides that a park owner may enter into a month-to-month rental agreement with a tenant if the agreement requires that there must be a rent increase notice given at least 90 days in advance of any increase and the tenant signs a statement that acknowledges that he or she wanted a shorter lease and was offered a longer lease. Provides a 90 day period following the effective date of the statutory changes to allow leases to be issued or modified in order to conform to the statutory changes. Provides for delivery of notices by first class mail. Provides that if the only change in a lease for a new term is the amount of the rent, the park owner may issue a rent increase notice, rather than issue a new lease. Effective January 1, 2008.

DPT REV-TAXPAYER BONDS

Amends the Retailers' Occupation Tax Act, the Cigarette Tax Act, the Cigarette Use Tax Act, and the Liquor Control Act of 1934. Authorizes the Department of Revenue to waive bond requirements for certain licensees under those Acts if the Department determines that the costs of administering and enforcing the bond requirements exceed the amount likely to be recovered from the bonds. Effective immediately.

BOWLING CENTER SAFETY ACT

Creates the Bowling Center Safety Act. Sets forth responsibilities of operators of bowling centers and bowlers. Provides that bowlers and spectators are deemed to have knowledge of and to assume the inherent risks of bowling. Provides that this assumption of risk is a complete bar of suit and is a complete defense to a suit against an operator by a bowler or spectator for injuries resulting from the assumed risks of bowling unless the operator has violated his or her duties or responsibilities under the Act.

PEN CD-TRS-ADMINISTRATIVE

Amends the Downstate Teacher Article of the Illinois Pension Code. Makes changes in the definition of "teacher". In provisions concerning early retirement without discount, provides that certain employer contributions shall be payable to the System within 30 days after receipt of the bill. Increases the single-sum retirement benefit from 1.67% of the member's final average salary for each year of creditable service to 2.2% of the member's final average salary for each year of creditable service. Provides that the System may charge interest at a rate equal to the System's annual actuarially assumed rate of return on investment compounded annually from the 91st day after a school district receives a bill for contributions required of it under the Article or contributions required of teachers. In provisions concerning vacancies on the Board of Trustees, provides that if the Board's secretary determines there is inadequate time to hold a special election so as to allow the newly elected trustee to participate in at least one regularly scheduled Board meeting, then no special election shall be held and the vacancy shall remain until the next regular election. Amends the State Mandates Act to require implementation without reimbursement. Includes new benefit increase language. Effective immediately.
