Appropriates $2,300,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for a grant to the Village of Oglesby for construction and reconstruction of a sanitary sewer system. Effective July 1, 2008.
Creates the Consumer Choice of Benefits Plan Act. Provides that an insurer may offer one or more Consumer Choice of Benefits Health Plans, which are defined as an accident or health insurance policy that, in whole of in part, does not provide state-mandated health benefits, but provides creditable coverage as defined in the Illinois Health Insurance Portability and Accountability Act. Sets out the requirements for Consumer Choice of Benefits Health Insurance Plans. Amends the Illinois Income Tax Act. Creates an employer health insurance contribution credit. Amends the Illinois Insurance Code. Creates a new Article establishing the Illinois Innovative Insurance Solutions Law. Provides that the purpose of the Article is to establish the Illinois Innovative Solutions Program where health insurance carriers develop and submit to the Director of Insurance different proposals to increase Illinois residents' access to health care coverage. Creates a new Article establishing the Illinois Health Insurance Premium Assistance Program. Provides that eligible persons may apply to the program in order to obtain rebates to pay for health insurance premiums. Amends the Managed Care Reform and Patient Rights Act. Provides that the Office of Consumer Health Insurance shall perform certain tasks related to a public awareness campaign concerning health coverage information. Creates a task force to carry out the public awareness campaign. Repeals the Small Employer Group Health Insurance Law of the Illinois Insurance Code. Effective immediately.

Amends the Code of Civil Procedure. Provides that a party seeking to subpoena a public school employee to testify during school hours must obtain a court order. Provides that the order shall provide that the party tender, in addition to the required witness and mileage fee, a fee to the school district to pay the substitute teacher or other temporary staff employed during the witness's absence and consult with the school district to schedule the appearance to minimize disruption of the educational program. Provides that any subpoena of a public school employee that does not meet these requirements is void as a matter of law. Provides that if a conflict arises over the fees for a subpoenaed public school employee, the court shall determine the fee. Effective immediately.
Amends the State Employees Group Insurance Act of 1971, the Illinois Insurance Code, and the Health Maintenance Organization Act. Provides that a policy or plan that provides coverage for hospital or medical treatment on an expense incurred basis, may offer wellness coverage that allows for a reward, a health spending account contribution, a reduction in premiums or reduced medical, prescription drug or equipment copayments, coinsurance, or deductibles, or a combination of these incentives, for participation in any health behavior wellness, maintenance, or improvement program approved or offered by the insurer or managed care plan. Provides that "wellness coverage" means health care coverage with the primary purpose to engage and motivate the insured or enrollee through: incentives; provision of health education, counseling, and self-management skills; identification of modifiable health risks; and other activities to influence health behavior changes. Makes other changes. Effective January 1, 2009.
Creates the Viatical Settlements Act of 2008. Provides for the regulation of viatical settlement providers, brokers, and life insurance producers acting as brokers who enter into viatical settlements. Provides license requirements and establishes grounds for the suspension, denial, nonrenewal, or revocation of a license. Requires viatical settlement contracts and disclosure statements to be approved by the Director of the Division of Insurance. Requires certain documents to be kept by licensees for examination by the Director and sets guidelines for examination by the Director. Provides a period of time for rescission after certain disclosures are made. Requires certain disclosures to be made in connection with viatical settlements. Sets forth prohibited practices and exceptions. Grants the Director the authority to adopt rules. Sets forth violations and penalties for violations. Provides standards for advertisement of viatical settlement services and contracts. Amends the Freedom of Information Act to exempt from disclosure certain documents required under the Viatical Settlements Act of 2008. Provides that violations of the Act constitute unfair trade practices subject to penalty under the Illinois Insurance Code and amends the Illinois Insurance Code to include the violations. Amends the Illinois Security Law of 1953 to include viatical investments in a definition of "security" and to add a definition of "viatical investment". Repeals the Viatical Settlements Act. Provides that the provisions of the Act are severable. Effective July 1, 2009.
