Amends the State Employees Group Insurance Act of 1971. Requires the Director of Central Management Services and the Director of Healthcare and Family Services to renew, through June 30, 2013, Health Maintenance Organization (HMO) and Open Access Plan (OAP) health benefit contracts that were in place on April 1, 2011. Effective immediately.
Amends the Illinois Income Tax Act. Provides that unemployment benefits paid by the Illinois Department of Employment Security are allocable to this State. Effective immediately.
Amends the Counties Code. Provides that the amount to be paid by the counties to a State's attorney and the amount of the reimbursement from the State Treasury shall be apportioned to a county based on its population. Provides that each State's attorney in counties with a population of less than 30,000 shall be paid $128,959, of which the counties shall pay $16,998; and each State's attorney in counties with a population of 30,000 or more, shall receive $166,508, of which the counties shall pay $21,831. Authorizes the payment of specified salaries and reimbursements by the Office of the Comptroller (now, the Department of Revenue) out of certain funds. Effective immediately.
Creates the Health Benefits Exchange Act. Contains only a short title provision.
Amends the Environmental Protection Act. Makes a technical change in a Section concerning the short title.
Amends the Public Utilities Act. Provides that not more than 90 days after the effective date of the amendatory Act, the Illinois Commerce Commission shall direct the Office of Retail Market Development to update the consumer education materials for residential consumers and small business consumers. Provides that the Commission may form another working group to prepare and review the consumer education materials prior to their adoption by the Commission.
Amends the Illinois Procurement Code. Provides that a request for information need not be used in procuring the lease of a comprehensive physical center required for a local workforce investment area pursuant to federal law. Provides that the lease of a comprehensive physical center for a local workforce investment area is exempt from provisions concerning limits on the length of leases.
Amends the State Finance Act. Creates the 21st Century Schools Fund as a special fund in the State treasury. Provides that moneys in the Fund shall be appropriated for the purposes of bringing Illinois schools into the 21st century. Creates the Drinking and Wastewater Fund as a special fund in the State treasury. Provides that moneys in the Fund shall be appropriated for the purposes of clean and safe drinking water and wastewater projects. Effective immediately.
