Creates the Titanium General Obligation Bond Act. Provides for the issuance, sale, and retirement of general obligation bonds, the proceeds of which shall be allocated to Illinois companies who produce, manufacture, or substantially use titanium powdered metals. Provides for the conditions of sale of the bonds, the expenditure and investment of proceeds from the sale of the bonds, and the manner of repayment of the bonds. Creates the Titanium Powdered Metals Development Fund and the Titanium Powdered Metals Development Bond Retirement and Interest Fund. Provides for a civil action to compel payment upon default. Amends the State Finance Act. Designates the Titanium Powdered Metals Development Fund and the Titanium Powdered Metals Development Bond Retirement and Interest Fund as special funds. Effective immediately.

Amends the Department of Revenue Law of the Civil Administrative Code of Illinois. Makes a technical correction concerning a cross-reference. Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Makes a technical correction concerning an effective date for a change in the definition of "food for human consumption that is to be consumed off the premises where it is sold. Provides that, in the case of a return that is not filed at the required time, a notice of tax liability may be issued on and after each July 1, and January 1 for returns filed more than 3 years prior to that July 1 or January 1. Amends the Cigarette Tax Act. Provides that the penalty for possession of less than 10 and not more than 100 original packages of contraband cigarettes is $20 (instead of $10) per package. Effective July 1, 2012.
Appropriates $6,807,000 from the General Revenue Fund to the Auditor General to meet ordinary and contingent expenses. Appropriates $22,833,100 from the Audit Expense Fund to the Auditor General for audits, studies, and investigations. Effective July 1, 2012.
Amends the Military Veterans Assistance Act. Makes a technical change in a Section concerning the definition of "overseer of military veterans assistance".
Amends the Illinois Insurance Code in the Article concerning the Illinois Life and Health Insurance Guaranty Association. In provisions related to separate accounts, provides that the assets of any separate account equal to the reserves and other contract liabilities with respect to the account may not be charged with liabilities arising out of any other business the company may conduct, except with approval of the Director under conditions as to investments and other matters as the Director may prescribe. Further amends the Illinois Insurance Code in the Article concerning the Illinois Life and Health Insurance Guaranty Association. Changes the organization of provisions concerning coverage and limitations and powers and duties of the Association. Makes changes in the provisions concerning definitions; the Board of Directors of the Association; assessments; and miscellaneous provisions. Amends the Health Maintenance Organization Act. Provides that no distribution to stockholders, if any, of an impaired or insolvent organization may be made until and unless the total amount of valid claims of the Association for funds expended in carrying out its powers and duties, with interest, (rather than merely the funds expended) with respect to such organization have been fully recovered by the Association.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Amends the Illinois Health Facilities Planning Act. Provides that any project funded through any appropriation from the General Assembly for a facility licensed or to be licensed under the Nursing Home Care Act and operated by the Illinois Department of Veterans Affairs is exempt from the requirements set forth in the Act, except for specified notification requirements. In provisions concerning permit violations, provides that any fees, fines, or other debts assessed against the Illinois Department of Veterans Affairs before the effective date of the amendatory Act shall be considered satisfied beginning on the effective date of the amendatory Act. Effective immediately.
Amends the State Finance Act to create the Federal/State/Local Airport Fund. Amends the Illinois Aeronautics Act. Provides that all federal monies accepted for disbursement by the Department of Transportation under certain portions of the Act shall be deposited into the Federal/State/Local Airport Fund (instead of deposited with the State Treasurer as ex-officio custodian). Requires the annual (instead of biennial) registration of certain aircraft and their operators. Replaces the Aeronautics Fund with the Federal/State/Local Airport Fund. Provides that all moneys received by this State or by the Department for and on its behalf, under any of the laws of this State pertaining to aeronautics, including all moneys obtained for certificates, permits or licenses, shall be deposited in the Federal/State/Local Airport Fund. Provides that notwithstanding any other provision of law, in addition to any other transfers that may be provided by law, on July 1, 2012, or as soon thereafter as practical, the State Comptroller shall direct and the State Treasurer shall transfer the remaining balances from the Aeronautics Fund and the Federal/Local Airport Fund into the Federal/State/Local Airport Fund. Provides that upon completion of the transfers, the Aeronautics Fund and the Federal/Local Airport Funds are dissolved and any future deposits due to either fund and any outstanding obligations or liabilities of those Funds pass to the Federal/State/Local Airport Fund. Provides that on July 1, 2012, or as soon thereafter as practical, the State Comptroller shall order and the State Treasurer shall transfer $6,300,000 from the Road Fund to the Federal/State/Local Airport Fund. Effective immediately.
