Amends the Boiler and Pressure Vessel Safety Act. Repeals a Section requiring the Chief Inspector and all Deputy Inspectors to furnish a performance bond. Effective immediately.

Amends provisions of the Code of Civil Procedure authorizing emergency eviction proceedings if there is direct evidence of certain unlawful drug activity, firearm violations, or other criminal activity within or upon the premises by or with the knowledge and consent of, or in concert with the persons named in the complaint. Provides that those provisions apply in the case of complaints seeking possession of either residential or commercial premises.
Amends the Food and Agriculture Research Act. Makes a technical change in a Section concerning the legislative purposes of the Act.
Urges the U.S. Congress and Administration to strongly support any proposals to increase funding for public transit systems.
Amends the Illinois Vehicle Code and the State Finance Act. Creates the Submarine Veterans Fund as a special fund in the State treasury. Provides for the issuance of Submarine Veterans of the United States license plates to qualified applicants. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $25 at original issuance and for each renewal. Provides that $10 of the additional original issuance fee and $23 of the renewal fee shall be deposited into the Submarine Veterans Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation by the General Assembly and approval by the Secretary of State, the moneys in the Submarine Veterans Fund shall be paid as grants to the United States Submarine Veterans Inc.
Amends the State Treasurer Act. Provides that the Treasurer shall administer a road grader revolving loan program to provide loans to units of local government for the purchase of road graders that are manufactured in the United States of America. Provides that the Treasurer shall determine eligibility for the loans based on need as determined by the Treasurer, and that the loan funds, subject to appropriation, shall be paid out of the Road Grader Revolving Loan Fund, a special fund in the State treasury. Provides that (i) the aggregate outstanding principal amount of loans to any one unit of local government for the purchase of road graders may not exceed $350,000; (ii) the repayment period for the loan may not exceed 15 years; and (iii) the unit of local government must repay each year at least 5% of the principal amount borrowed or the remaining balance of the loan, whichever is less. Provides that the the loan interest is 1% annually. Provides that the Treasurer must adopt rules to administer the program. Amends the State Finance Act to create the Fund.
Amends the School Code. Makes a technical change in a Section concerning State reimbursement for transportation.
Amends the Illinois Seed Law. Makes a technical change in a Section concerning the labeling of coated agricultural seeds.
Amends the Unified Code of Corrections. Increases from $500 to $1,000 the maximum amount of restitution that a DUI offender may be required to pay to any one public agency if his or her violation proximately caused an incident resulting in an appropriate emergency response. Effective July 1, 2003.
