Amends the Illinois Municipal Code. Provides that the corporate authorities of a municipality may petition to have property declared abandoned if the property contains a dangerous or unsafe building or the property is not being maintained, as evidenced by more than 3 code violation abatements in a 12 month period. Amends the Property Tax Code. Provides that a county may convey its interest in vacant non-farm property to any adjacent property owner for no consideration.

Amends the Fish and Aquatic Life Code. Makes a technical change in a Section concerning the administration of the Code.
Amends the Liquor Control Act of 1934. Makes a technical change in a Section concerning the sale of alcoholic liquor within 100 feet of a church, school, or hospital.
Amends the Illinois Emergency Management Agency Act. Provides that the Homeland Security Emergency Preparedness Trust fund shall be considered always appropriated for the purposes of disbursements, as provided in the Act, and shall be paid out and disbursed only as provided herein, and shall not, at any time, be appropriated or diverted to any other use or purpose. Effective immediately.
Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that levies by fire protection districts for insurance are excluded from the definition of "aggregate extension". Provides that all special purpose extensions made by a fire protection district for contributions to a firefighter's pension fund are excluded from the definition of "aggregate extension" (currently, only to the extent of the certification under the Illinois Pension Code).
Amends the Illinois Finance Authority Act. Provides that the Illinois Finance Authority and the Illinois Law Enforcement Training Standards Board shall jointly administer a law enforcement vehicle revolving loan program. Provides that the program shall, in instances in which sufficient loan funds exist to permit applications to be accepted, provide zero-interest and low-interest loans for the purchase of law enforcement vehicles by a local governmental agency. Provides that the Authority shall make loans based on need and geographic equity, as determined by the Illinois Law Enforcement Training Standards Board. Provides that the loan funds, subject to appropriation, shall be paid out of the Law Enforcement Vehicle Revolving Loan Fund, a special fund created in the State Treasury. Amends the State Finance Act. Creates the Law Enforcement Vehicle Revolving Loan Fund in the State treasury. Amends the Unified Code of Corrections. Provides that in addition to any other penalty imposed, a fine of $50 shall be imposed upon a person convicted of certain offenses against a peace officer or related officers. Provides that the additional fine shall be assessed by the court imposing sentence and shall be collected by the Circuit Clerk in addition to the fine, if any, and costs in the case. Each additional fine shall be remitted by the Circuit Clerk within one month after receipt to the State Treasurer for deposit into the Law Enforcement Vehicle Revolving Loan Fund in the State treasury. The Circuit Clerk shall retain 10% of the fine to cover the costs incurred in administering and enforcing this Section. The additional fine may not be considered a part of the fine for purposes of any reduction in the fine for time served either before or after sentencing.
Amends the Illinois Income Tax Act. Creates a deduction, beginning with taxable years ending on or after December 31, 2015 and ending with taxable years ending on or before December 31, 2019, in an amount equal to 5% of the first $1,000,000 of retail sales by the taxpayer during the taxable year of Illinois agricultural products certified by the Illinois Department of Agriculture under the "Illinois Product" label program.
Urges President Obama to order the United States Environmental Protection Agency to adhere to congressional intent and maintain the Renewable Fuel Standard blending rules in their current form.
Amends the Firearm Concealed Carry Act. Eliminates the provision that a licensee under the Act shall not knowingly carry a firearm into any public park, athletic area, or athletic facility under the control of a municipality or park district.
Amends the Regulatory Sunset Act. Extends the repeal of the Illinois Optometric Practice Act of 1987 from January 1, 2017 to January 1, 2027. Amends the Illinois Optometric Practice Act of 1987. Requires applicants or licensees to inform the Department of Financial and Professional Regulation of any change of address within 14 days after the change. Removes language limiting the practice of optometry to examination, diagnosis, and treatment without the use of surgery. Instead, excludes certain ophthalmic procedures from the scope of practice of optometry, except for the preoperative and postoperative care of the procedures. Allows members of the Optometric Licensing and Disciplinary Board to be reimbursed for certain expenses. Limits the liability of members of the Board in certain circumstances. Provides that ocular pharmaceutical agents may be administered by injection in certain circumstances. Removes the requirement that the Department list all persons whose licenses have been suspended or revoked. Provides that any fine imposed under the Act shall be payable within 60 days after the effective date of the order. Provides that the Department shall (rather than may) refuse to issue or suspend a license of licensees who fail to pay taxes. Removes requirements of written reports at the conclusions of hearings. Allows parties to agree to a negotiated consent order. Removes certain requirements concerning hearing officers. Removes provisions requiring the Secretary to explain deviations from Board recommendations. Adds provisions concerning confidentiality of certain information collected by the Department. Makes other changes. Effective immediately, except that certain provisions concerning injections and surgery are effective January 1, 2017.
