Amends the Cemetery Care Act. Provides that a cemetery authority owning, operating, controlling, or managing a privately or publicly operated cemetery (instead of only a privately operated cemetery) shall provide access to the cemetery under the cemetery authority's reasonable rules and regulations.

Amends the Illinois Criminal Justice Information Act. Makes a technical change in the Section concerning the Criminal Justice Information Systems Trust Fund.
Amends the Renewable Fuels Development Program Act. Makes a technical change in a Section concerning the findings of the General Assembly.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that, on and after the effective date of this amendatory Act and through December 31, 2006, flexible fuel vehicles, as defined in provisions of the Alternate Fuels Act, are exempt from taxation under the Acts. Effective immediately.
Amends the Criminal Code of 1961. Provides that a child sex offender who owns real property upon which programs or services exclusively directed toward persons under 18 years of age are provided must post a conspicuous notice on the property informing the public that a child sex offender is the owner of the property. Provides that a violation is a Class 4 felony.
Amends the State Fire Marshal Act. Authorizes a program so that individuals, corporations, and other entities may donate fire protection equipment to fire departments, fire protection districts, and township fire departments. Provides that the donor is not liable for damages caused by the equipment, except willful and wanton misconduct, if the donor discloses in writing any known damage to or deficiencies in the equipment. Provides that the fire department is not relieved of any liability, unless otherwise provided by law, for any damage or injury caused by the donated equipment.
Amends the Recreational Use of Land and Water Areas Act. Makes a technical change in a Section concerning the short title and purpose of the Act.
Creates the Hypnosis Consumer Protection Act. Provides that a person who is not otherwise licensed to provide some form of health care and who provides hypnotism services shall not be in violation of the health care profession practice Acts and shall be deemed to engage in the nontherapeutic practice of hypnotism, unless that person engages in specified activities. Provides that an unlicensed person providing hypnotism services shall, prior to providing those services, (i) disclose specified information in a plainly-worded written statement and (ii) obtain a written acknowledgement from the client stating that he or she has been provided with the written statement. Provides that an unlicensed person providing hypnotism services shall state in any advertisement that he or she is not an Illinois licensed health care practitioner. Provides criminal penalties for violation. Effective immediately.
Creates the Blind Vendors Act. Provides that the Department of Human Services, Bureau of Blind Services, shall operate and promote the Business Enterprise Program for the Blind. Sets forth that the federal Randolph-Sheppard Act and the regulations adopted pursuant to that Act shall serve as the minimum standards for the operation of the Business Enterprise Program for the Blind. Provides that under the Program: (1) blind vendors have priority in the operation of all vending facilities on State property; (2) vending machine income from all vending machines on State property shall be assigned to the blind vendor on the property or to the Blind Vendors Trust Fund; (3) no State agency may impose any commission, service charge, rent, or utility charge on a blind vendor operating on State property; (4) sales made at a blind vendor's vending facility are exempt from all occupation and use taxes; and (5) State agencies may not allow competition with a blind vendor. Sets forth that the Bureau Director for the Bureau of the Blind and the Committee of Blind Vendors shall jointly develop regulations to ensure that priority is given to blind vendors in the operation of vending facilities on State property. Provides that the Department may provide for set-asides of the net proceeds of vending operations under certain conditions. Requires set-aside funds to be deposited in the Blind Vendors Trust Fund, a separate account managed by the Department for the State's blind vendors. Sets forth provisions for the distribution of vending machine income from vending machines on State property. Provides certain conditions for the licensing of blind vendors. Creates the Committee of Blind Vendors to jointly participate in the development and implementation of all policies, plans, and major decisions affecting the Business Enterprise Program for the Blind. Sets forth provisions for the composition of the Committee. Provides certain procedures for the resolution of disputes arising within the Program. Provides for the promulgation of regulations relating to the operation of this Act. Requires the Department to make regular surveys and reports on State property and vending facilities. Sets forth conditions and information to be contained in the surveys and reports. Preempts home rule powers. Repeals the Blind Persons Operating Vending Facilities Act. Amends the Use Tax Act, Service Use Tax Act, Service Occupation Tax Act, and Retailers' Occupation Tax Act to provide that personal property purchased from a blind vendor's vending facility licensed by the Department of Human Services under the Blind Vendors Act is exempt from the taxes imposed by those Acts and that these exemptions are not subject to the sunset provisions of those Acts.
Amends the Criminal Code of 1961. Provides that the penalties for the offense of unauthorized recording and live video transmission are one class higher than the various penalties prescribed for the offense if the defendant's intent in committing the violation was to promote a prurient interest in sex. Provides that it is unlawful for any person to knowingly make a video record or transmit live video of another person in a residence or in an area where a person would have a reasonable expectation of privacy without that person's consent (rather than in that other person's residence). Provides that placing or causing to be placed a device that makes a video record or transmits a live video in a restroom, tanning bed, tanning salon, locker room, changing room, or hotel bedroom with the intent to make a video record or transmit live video of another person without that person's consent is a Class 4 felony (rather than a Class A misdemeanor) and a Class 3 felony if the defendant's intent was to promote a prurient interest in sex. Effective immediately.
