Amends the Use Tax Act and the Retailers' Occupation Tax Act. Exempts 50% of the selling price of vehicles that are either hybrid or flexible fuel vehicles and that have a final assembly point in the United States from taxation under the Acts. Effective July 1, 2009.

Amends the State Finance Act if and only if Senate Bill 1433 of the 96th General Assembly becomes law. Removes a provision of Senate Bill 1433 that authorizes the transfer of $10,400,000 from the Fire Prevention Fund to the General Revenue Fund. Effective immediately.
Amends the State Employee Article of the Illinois Pension Code. Provides that, by paying both employee and employer contributions based upon the employee's compensation and contribution rate in effect on the date he or she last became a member of the System, plus interest at one-half of the actuarially assumed rate, an employee may establish service credit for any period of time spent in active military service since January 1, 1960 for which he or she has not otherwise established credit for, provided that (1) he or she applies within 6 months after the effective date of the amendatory Act and (2) he or she was not dishonorably discharged from such military service. Provides an exemption from the new benefit increase provisions. Effective immediately.

Amends the Emergency Medical Services (EMS) Systems Act. Provides that the Illinois Department of Public Health shall have the authority to promulgate minimum standards for critical care transport through rules adopted by the Department. Defines "critical care transport" to mean an advanced level of Pre-hospital and Inter-hospital care utilizing specially trained paramedics, specially trained nurses, and other specialized healthcare providers to deliver advanced or highly specialized care above or beyond the level of current paramedic practice. Establishes minimum standards for critical care transport programs. Grants the Department the authority to suspend, revoke, or refuse to issue or renew (rather than suspend, revoke, or refuse to renew) the license of any EMT that has been convicted by any lawful court of a felony criminal offense involving unlawful physical injury to a child under the age of 13 or an adult over the age of 65. Contains provisions concerning application, testing, certification, and licensing fees for First Responders, EMS Lead Instructors, Emergency Medical Dispatchers, Trauma Nurse Specialists, Pre-Hospital Register Nurses, and Emergency Communication Register Nurses. Makes other changes. Effective January 1, 2011.
Amends the Family Military Leave Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Vehicle Code. Deletes language requiring the payment of fees, in addition to the to the applicable registration fee, for Korean War Veteran, U.S. Veteran, Vietnam Veteran, World War II Veteran, Army Combat Veteran, and U.S. Army Veteran special license plates. Effective January 1, 2011.
Amends the School Construction Law. In provisions concerning early childhood construction grants, provides that a public school district or other eligible entity must provide local matching funds in an amount equal to 10% of the grant (rather than the amount of the grant). Provides that the Capital Development Board may adopt rules that include requirements that new or improved facilities be used for early childhood and other related programs for a period of at least 10 years. Effective July 1, 2010.
Amends the Genetic Counselor Licensing Act. Provides that "genetic counseling" can include genetic testing. Provides that "referral" may mean a written or telecommunicated authorization for genetic counseling services from a physician assistant who has a supervision agreement with a supervising physician that authorizes referrals to a genetic counselor (now, "who has been delegated authority to make referrals to genetic counselors"). Provides that genetic testing shall be ordered by a physician licensed to practice medicine in all its branches or a genetic counselor (now, only a physician licensed to practice medicine in all its branches). Provides that the physician, advanced practice nurse, or physician assistant shall maintain supervision of the patient and be provided timely written reports on the services, including genetic testing results, provided by the licensed genetic counselor. In a provision concerning privileged communications and information, adds the exception for a disclosure made by the genetic counselor to the referring physician licensed to practice medicine in all its branches, advanced practice nurse, or physician assistant. In a provision concerning grounds for discipline, adds the failure to provide genetic testing results and any requested information to a referring physician licensed to practice medicine in all its branches, advanced practice nurse, or physician assistant as a ground for discipline. Makes other changes. Effective immediately.
