Amends the Firearm Concealed Carry Act. Eliminates the provision that a licensee under the Act shall not knowingly carry a firearm into any building, real property, or parking area under the control of a zoo or museum.

Amends the Emergency Telephone System Act. Provides that a telecommunications carrier shall provide 2 trunk lines to each Private Branch Exchange of a subscriber, at no cost to the subscriber, with the second trunk line automatically being routed all calls at the failure of the first trunk line. Further provides that the second trunk line shall be installed and routed to the subscriber's choice of location including, but not limited to, fire stations, police departments, and public safety answering points. Effective immediately.
Recognizes the 140th anniversary of the Morrow Plots at the University of Illinois Urbana-Champaign.
Amends the Illinois Municipal Code. Provides that an individual who turned 35 while serving as a member of the active or reserve components of any of the branches of the Armed Forces of the United States or the National Guard of any state, whose service was characterized as honorable or under honorable conditions, and is currently under the age of 40 is eligible to apply for a position in either the fire or police department of a municipality. Effective immediately.
Amends the Illinois Vehicle Code. Provides that upon declaration by the Governor that a disaster resulting from a storm exists, all vehicles are exempt from requiring a special permit for excess vehicle size and weight, provided that the weight does not exceed 20% above the permissible limit. All other restrictions to the special permits shall apply.
Urges the Illinois Department of Transportation to offer at least 3 healthy snacks containing less than 220 calories for every 10 snacks in vending machines in State rest stops and welcome centers, of which a minimum of 2 should be made in Illinois.
Amends the Wildlife Code. Makes a technical change in a Section concerning the short title.
Amends the Workers' Compensation Act concerning the limitation on the right to recover damages for injury or death sustained while in the line of duty as an employee. Includes occupational safety programs offered by government entities, apprenticeship programs, and not-for-profit organizations within the scope of those provisions.
Amends the Criminal Code of 2012. Provides that the waiting period before which a firearm may be delivered after application for its purchase has been made does not apply to the sale or transfer of a firearm through a raffle under the provisions of the Raffles and Poker Runs Act. Effective immediately.
Amends the General Assembly Organization Act. Makes a technical change in a Section concerning the deposit of books, bills, documents, and papers with the Secretary of State.
