Amends the Illinois Finance Authority Act. Provides that the fire truck revolving loan program shall provide loans for the purchase of brush trucks by a fire department, limited to $100,000 per truck. Provides for a 2% rate of interest on loans for the purchase of a brush truck if the chassis and the apparatus are built outside of Illinois, a 1% rate of interest for a brush truck if either the chassis or the apparatus is built in Illinois, or a 0% rate of interest for a brush truck if both the chassis and the apparatus are built in Illinois. Effective immediately.

Amends the Illinois Vehicle Code. Provides that the Secretary of State shall issue Gold Star license plates to all siblings of a person who has lost his or her life while serving in the Armed Forces (instead of to only one surviving sibling in the absence of a surviving parent).
Mourns the death of Rose Becker.
Extends the reporting deadline for the task force to formulate practical, timely, and strategic guidance on how to improve equipment, funding, training, manpower, cost savings, and communications with regard to emergency medical services within the State from January 1, 2012 to April 19, 2012.

Amends the State Police Act. Provides that a requirement that a State Police applicant have certain collegiate educational requirements is deemed to be satisfied if the applicant has been honorably discharged and has been awarded an Afghan or Iraqi campaign medal by one of the United States armed forces. Effective immediately.
Recognizes John Deere for donating 300,000 cans this holiday season, raising awareness of the essential role of farmers in global food production, and attempting a world record at the John Deere Pavilion in Moline by constructing a full-sized sculpture of its new S-Series combine from more than 300,000 cans through John Deere's project, "Can Do".
Amends the Illinois Insurance Code. Makes changes to the provision concerning disclosure of limited benefits. Provides that when a beneficiary, insured, or enrollee utilizes a participating network hospital or a participating network ambulatory surgery center and, due to any reason, in network services for radiology, anesthesiology, pathology, emergency physician, or neonatology are unavailable and are provided by a nonparticipating facility-based physician or provider, the insurer or health plan shall ensure that the beneficiary, insured, or enrollee shall incur no greater out-of-pocket costs than the beneficiary, insured, or enrollee would have incurred with a participating physician or provider for covered services. Sets forth provisions concerning written explanation of benefits, billing, assignment, negotiated reimbursement, arbitration, prudent laypersons, failure to make an offer of payment, and noncovered services.
Amends the Limited Liability Company Act. Reduces the expedited service fee for a limited liability company's articles of organization from $100 to $0. Effective immediately.
Amends the Statute on Statutes. Makes a technical change in a Section regarding the application of the Act.
