Amends the Wireless Emergency Telephone Safety Act. Defines "Trust Fund". Provides that beginning January 1, 2013, (now, January 1, 2008) the monthly surcharge imposed on wireless carriers shall be $1.00, rather than $0.73. Removes provisions concerning amounts per surcharge to be deposited into specified funds. Requires the State Treasurer to deposit $0.80 per surcharge into the Wireless Service Emergency Fund for distribution to the 9-1-1 authorities and $0.18 per surcharge into the NG9-1-1 Service Equalization Trust Fund. Provides that 1% of the amounts collected may be distributed to the Illinois Commerce Commission to cover administrative costs. Further provides that in the case of a delinquent report, the Illinois Commerce Commission may impose a penalty on a carrier equal to the product of $0.1 (now, 1/2¢) and the number of subscribers served by the carrier, and that any penalty imposed shall be deposited into the NG9-1-1 Service Equalization Trust Fund. Provides that the Act is repealed on January 1, 2018 (now, April 1, 2013). Effective January 1, 2013.

Amends the Illinois Vehicle Code. Provides that beginning with the 2012 registration year, permanent vehicle registration plates shall be issued, for a one time fee of $8.00, to municipally-owned, fire district-owned, or Mutual Aid Box Alarm System ("MABAS") owned vehicles operated by or for any fire department, fire protection district, or MABAS. Provides that the registration plates shall contain the designation "fire department" and shall contain the specific MABAS Division number or letter and unit letter, number, or both. Provides that municipally-owned, fire district-owned, or MABAS-owned vehicles operated by or for any fire department, fire protection district, or MABAS that have been issued registration plates shall be exempt from any fee for the transfer of registration from one vehicle to another vehicle. Provides that each fire department, fire protection district, or MABAS shall report to the Secretary of State any transfer of registration plates from one vehicle to another vehicle operated by or for any fire department, fire protection district, or MABAS. Directs the Secretary of State to adopt rules.
Amends the Illinois Renewable Fuels Development Program Act. Sets out legislative findings regarding certain types of ethanol blended fuel. Provides that the Department of Commerce and Economic Opportunity may provide information to gas stations in the State encouraging the stations to offer E15 as an option for customers. Provides that the Department may provide information to gas stations on any financial assistance that may be available to subsidize the cost of providing E15 blended fuel to consumers.
Amends the Railroad Incorporation Act. Makes a technical change in a provision concerning articles of incorporation.
Amends the Emergency Medical Services (EMS) Systems Act. Requires that rules adopted by the Department of Public Health to establish ambulance or SEMSV staffing requirements distinguish between (i) periods of time in which an ambulance or SEMSV is traveling to the scene of an emergency and (ii) periods of time during which an ambulance or SEMSV is transporting a patient from the scene of an emergency. Provides that during the period of time in which a vehicle is traveling to the scene of an emergency, the vehicle must be staffed by at least one EMT-B, EMT-I, or EMT-P, and that such individual may serve as the driver of the vehicle. Provides that during the period of time in which a vehicle is transporting a patient from the scene of an emergency, the vehicle must be staffed by at least 2 individuals with specified qualifications, one of whom may serve as the driver.
Amends the Downstate Firefighter Article of the Illinois Pension Code. Provides that, in July 2011, the monthly pension of a firefighter who retired on or before January 1, 1986 shall be recalculated and increased to reflect the amount that the firefighter would have received in July 2011 had the firefighter been receiving a 3% compounded increase for each year he or she received pension payments after January 1, 1986, plus any increases in pension received for each year prior to January 1, 1986. In each January thereafter, provides that he or she shall receive an additional increase of 3% of the amount of the pension then being paid. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the AIDS Confidentiality Act. Makes changes to the definition of "health care facility" (now "health facility") and adds definitions for "emergency responder" and "police officer". Provides that the Department of Public Health shall adopt rules to allow for the implementation of HIV (now HIV/AIDS) rapid testing. Makes changes to the provisions concerning informed consent and exceptions to the prohibition against disclosure of the identity of any person upon whom a test is performed or the results of such a test in a manner that permits identification of the subject of the test. Amends the Communicable Disease Prevention Act to list certain diseases in a provision concerning communicable diseases and repeal a provision concerning giving notice of the identity of a child of school age who is reported as having acquired AIDS or HIV to the principal of the school in which the child is enrolled.
Amends the Hospital Licensing Act. Makes changes in connection with required notification of emergency responders (paramedics, firefighters, police officers, and others) who have provided or are about to provide emergency care or life support services to a patient who has been diagnosed as having a reportable infectious disease (instead of a dangerous communicable or infectious disease). Adds persons who are entitled to notice and makes other changes with respect to designation of affected persons. Requires that notification letters be sent within 48 (instead of 72) hours after a confirmed diagnosis of an infectious disease. Deletes language limiting the requirement to send notification in the case of a confirmed diagnosis of AIDS. Deletes language imposing different requirements according to a municipality's population. Deletes language providing that a hospital may, in its discretion, take any measures in addition to those required in these provisions to notify police officers, firefighters, emergency medical technicians, and ambulance personnel of possible exposure to any communicable disease. Provides that certain provisions of the federal Ryan White HIV/AIDS Treatment Extension Act of 2009 (P.L. 111-87) concerning notification of possible exposure to infectious diseases apply to these provisions of the Hospital Licensing Act. Amends the State Mandates Act to require implementation without reimbursement by the State.
Amends the Firemen's Disciplinary Act. Adds the requirement that paramedics and EMT's must be employed full-time by a unit of local government to be considered a "fireman" for the purposes of the Act. Effective immediately.
Amends the Illinois Renewable Fuels Development Program Act and the State Finance Act. Provides that the Department of Commerce and Economic Opportunity shall create and operate an E85 Market Expansion Program that provides debit cards, credit cards, E85 coupons, or some other form of negotiable instrument as determined by the Department for $500 in credit towards the purchase price of E85 fuel purchased within Illinois. Requires program applicants to have purchased a new flexible fuel vehicle within the 12-month period prior to submitting the application to be eligible for the Program. Provides that only one Program grant shall be made to the owner of any vehicle during the life of that vehicle. Creates the E85 Market Expansion Fund. Makes other changes. Effective immediately.
