Amends the Department of Employment Security Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title.

Amends the Illinois Horse Racing Act of 1975. In provisions concerning racing of standardbred horses, provides that sufficient competition is defined as competition between 5 or more horses. Effective immediately.
Amends the Limited Liability Company Act. Reduces the fee collected by the Secretary of State for the filing of articles of organization, applications for admission, and restated articles of organization from $500 to $39 and reduces those fees in connection with a limited liability company with ability to establish series from $750 to $59. Effective immediately.
Amends the Property Tax Code. Provides that a municipality with a population of more than 100,000 but less than 1,000,000 may enter into an intergovernmental agreement with the county in which the municipality is situated to provide that the county collector shall include with the property tax bill for each parcel of property within the municipality an invoice for municipal service charges for the disposal of garbage, refuse, or ashes. Provides that municipality shall furnish the invoices to the county collector not less than 15 days before the tax bill is mailed to the property owner and may reimburse the county collector for any necessary expenses associated with mailing the invoices as provided in the agreement.
Amends the Nursing Home Care Act. Provides that to protect a resident's funds, a facility shall place any monthly allowance to which a resident is entitled in that resident's personal account, or give it to the resident, unless the facility has written authorization from the resident or the resident's guardian (now, the resident or the resident's guardian or if the resident is a minor, his parent) to handle it differently. Effective immediately.
Amends the Medical Assistance Article of the Illinois Public Aid Code. Removes language requiring the Department of Healthcare and Family Services to (i) limit adult dental services to emergencies; and (ii) beginning July 1, 2013, ensure certain conditions are recognized as emergencies. Provides that (i) the Department shall limit the ALL KIDS school-based dental program; (ii) school-based dental providers must provide children receiving an oral health score of 2 or 3 (indicating the need for restorative or urgent follow-up care) with the diagnosed follow-up care by providing the care themselves at the school or at the provider's local clinic, or the children must be referred by the provider's case manager to a dental provider who is willing to accept each child into the provider's practice to perform required follow-up care and provide a dental home; (iii) the Department may limit dental coverage for children to 2 cleanings and 2 fluoride treatments per year regardless of where the services are performed and shall require prior approval for any requests exceeding this limit; and (iv) beginning July 1, 2014, the Department shall require all adults to pay a $20 encounter fee to the provider at the time of services. In a provision concerning a dental clinic grant program administered by the Department, adds dental school clinics to the list of dental entities that may apply for grant money. Provides that grant money must be used to support projects that develop dental services or training (rather than only dental services) to meet the dental health care needs of the Department's dental program clients. In addition to other specified expenses, provides that grant moneys must be used for those services provided as part of the educational process at State dental schools. Effective immediately.
Requests that the State Fire Marshal withdraw any pending rulemaking or rulemakings under consideration as of May 2013 that attempt to increase the placement of fire-suppression sprinklers in Illinois residential properties that impose requirements upon the Illinois private sector in a way that goes beyond the statutory powers and duties of the Office and impose an undue burden upon Illinois small businesses and Illinois first-time home buyers, in violation of other statutes within Illinois law. Urges the Office of the State Fire Marshal to utilize the statutory legislative process if it seeks to utilize its professional expertise to develop ways and means to increase utilization of fire-safety sprinklers in residential settings.
Amends the Firearm Owners Identification Card Act. Makes a technical change in a Section concerning a legislative declaration.
Amends the Property Tax Code. Makes a technical change in a Section concerning the definition of "33 1/3%".
Amends the Illinois Marriage and Dissolution of Marriage Act. Provides that in the case of a life insurance policy that does not constitute marital property, upon the entry of an order for dissolution of marriage or declaration of invalidity of marriage, a beneficiary designation which provides for the payment of a death benefit to the other party is revoked unless the court orders otherwise or the insured affirmatively designates otherwise in a signed writing executed after the entry of the order for dissolution of marriage or declaration of invalidity of marriage. Provides that if a benefit is prevented from passing to a former spouse by the new provisions, the payor shall pay a death benefit in accordance with the contract providing for the death benefit as if the former spouse had predeceased the decedent. Provides that the new provisions do not apply to policies contracted for the purpose of securing a maintenance or child support obligation.
