AGING-INTEGRATED MENTAL HEALTH

Amends the Illinois Act on the Aging. Provides that subject to appropriations, the Department on Aging may provide grants to public and private nonprofit entities for projects that demonstrate ways to integrate mental health services for older adults into primary health care settings, such as federally qualified health centers as defined in the Social Security Act, primary care clinics, and private practice sites. Grants the Department rulemaking authority.

PROCUREMENT-SERVICE ORGS

Amends the Illinois Procurement Code. Provides that the Code does not apply to contracts between the Department of Agriculture and a non-profit service organization for the purpose of providing goods or services on the Illinois State Fairgrounds during the Illinois State Fair or on the DuQuoin State Fairgrounds during the DuQuoin State Fair. Effective immediately.

CRIM CD-FIREARM TRANSPORT

Amends the Criminal Code of 2012. Provides that a contractor or subcontractor under a contract or subcontract for the development and supply of rifles, shotguns, weapons, or ammunition to the United States government or any branch of the Armed Forces of the United States, when the activities are necessary and incident to fulfilling the terms of the contract, may transport these weapons even if they are not broken down in a non-functioning state, or are immediately accessible. Permits the transportation of a rifle with a barrel or barrels less than 16 inches in length that is not broken down in a non-functioning state, or are immediately accessible by a person: (1) who has been issued a Curios and Relics license from the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives; or (2) who is an active member of a bona fide, nationally recognized military re-enacting group and the modification is required and necessary to accurately portray the weapon for historical re-enactment purposes; the re-enactor is in possession of a valid and current re-enacting group membership credential; and the overall length of the weapon as modified is not less than 26 inches. Effective immediately.

ENDOW ILLINOIS TAX CREDIT ACT

Creates the Endow Illinois Tax Credit Act and amends the Illinois Income Tax Act. Requires the Department of Revenue to authorize an income tax credit to taxpayers who provide an endowment gift to a permanent endowment fund. Sets forth procedures and criteria for authorizing the credits. Provides that the aggregate amount of all credits that the Department may authorize may not exceed $10,000,000 in 2013, $25,000,000 in 2014, or $50,000,000 in 2015 and each calendar year thereafter. Provides conditions for eligibility. Requires the Department to make an annual report concerning the credits. Provides that the credit may be carried forward for 5 years. Exempts the credit from the Act's sunset provisions. Effective immediately.

NURSE LICENSURE COMPACT

Amends the Nurse Practice Act. Ratifies and adopts the Nurse Licensure Compact. Allows for reciprocity of licensure of licensed practical nurses and registered nurses among the states. Provides for administration of the Compact by the Nursing Act Coordinator. Provides that the licensing board shall participate in a Compact Evaluation Initiative designed to evaluate the effectiveness and operability of the Compact. Provides that the Compact does not relieve employers from complying with statutorily imposed obligations. Provides that the Compact does not supersede existing State labor laws. Makes changes relating to the purposes of the Compact. Provides that any practical nurse or registered nurse exercising the practice privilege afforded under the Nurse Licensure Compact who provides direct patient care in Illinois shall be registered with the eNotify Nurses Database system which can be assessed at no cost by the Department of Financial and Professional Regulation. Provides that the Department may revoke or limit the multistate licensure privilege of any practical nurse or registered nurse to practice in Illinois necessary to protect the health and safety of the public. Further provides that a practical nurse or registered nurse shall be denied the privilege to practice by the Department if he or she has been convicted of certain criminal offenses or has been required to register under the Sex Offender Registration Act. Provides that each practical nurse or registered nurse licensed by a party state under the Nurse Licensure Compact that is applying for the privilege to practice in this State shall have his or her fingerprints submitted to the Department of State Police for the purposes of a criminal history records check.
