Amends the Public University Energy Conservation Act. Provides that "energy conservation measure" includes construction of a new building or facility that is designed to reduce energy consumption or operating costs.
Resolves that the Illinois Mine Subsidence Insurance Fund shall conduct a study to determine the cost and feasibility of disclosing to the public the property location and pertinent information of all confirmed mine subsidence losses to residential property.
Designates the date of September 11, 2009 as "Tee it Up for the Troops Day" in the State of Illinois.
Recognizes individuals who have been designated as Illinois "2009 Children's Champions" by the Illinois Association for the Education of Young Children and commends them for their dedication, hard work, and significant contributions to the State of Illinois, its children, and their families.
Amends the Private Sewage Disposal Licensing Act. Permits a unit of local government to require homeowners who maintain a private sewage disposal system within the unit of local government to provide verification, on an annual basis, to the unit of local government of a valid contract with a licensed private sewage disposal system installation contractor. Effective immediately.
Amends the Counties Code. Provides that beginning July 1, 2007, no county with a population under 2,000,000 may reduce the rate of compensation of a county officer below the rate it was actually paying on January 1, 2007 or the effective date of the amendatory Act, whichever is greater. Effective immediately.
Amends the Open Meetings Act. Permits any public body (now, only one with statewide jurisdiction) to satisfy the requirement for physical presence of a quorum at an open meeting by the physical presence of a quorum at more than one location where the meeting is held simultaneously. With respect to a public body with less than statewide jurisdiction, removes the requirement that a quorum of the public body's members be physically present at its closed meetings.
Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to provide coverage for autism spectrum disorders to the extent that the diagnosis and treatment of autism spectrum disorders are not already covered by the policy or plan. Provides that this coverage shall be subject to a maximum benefit of $36,000 per year, but shall not be subject to any limits on the number of visits to an autism service provider. Makes other changes. Effective immediately.
Appropriates $12,000,000 from the Capital Development Bond Fund to the Department of Natural Resources for grants under the Public Museum Capital Grant Program. Effective July 1, 2008.
