Appropriates $162,150,000 from the General Revenue Fund to the Department of Human Services for certain purposes, including: the Adult and Children's Home-Based Support Services Program and CILAs; individuals on the PUNS database; community services infrastructure; a $1.00 per hour wage increase for direct care staff serving individuals with developmental disabilities; Mobile Crisis and Assessment Teams for Individuals with Developmental Disabilities; nursing services in CILAs; a rate adjustment for behavioral health crisis and intervention services in CILAs; and Quality Management Training and Implementation. Effective July 1, 2009.

Amends the Private Business and Vocational Schools Act. Provides that schools accredited by an accrediting agency approved by the U.S. Department of Education seeking approval to operate in this State are exempt from the requirements of the Act, but must pay the annual renewal fee and must remit annually a current letter of accreditation status to the State Superintendent of Education. Effective immediately.
Urges the Governor to reopen collective bargaining agreements to remove pay increases for State employees.
Amends the Illinois Insurance Code to provide that if an insurer's cancellation provision provides that the insured may cancel the policy by the nonpayment of premium, then the insured may give written notification of cancellation of a group health insurance policy up to the last day of the policy year or the policy may lapse for nonpayment of premium. Provides that if any benefits are paid with a date of service after the preceding policy lapse date, then the responsibility to pay shall be by the succeeding carrier, the employer, or by a combination of the parties pursuant to the terms of the new policy in force.
Amends the Community Services Act. Provides that for services classified as entitlement services under federal law or guidelines, caps may not be placed on the total amount of payment a provider may receive in a fiscal year and the Department of Human Services shall not require that a portion of the payments due be made in a subsequent fiscal year based on a yearly payment cap. Effective immediately.
Amends the State Finance Act. Provides that federal moneys paid to the State for certain child welfare services provided by described community mental health providers shall be deposited into the DCFS Children's Services Fund and used to provide child welfare services. Effective immediately.
Amends the Wildlife Code. Requires the Department's rules concerning the issuance of Deer Hunting Permits to provide for the issuance of the following types of resident deer archery permits: (i) a combination permit, consisting of one either-sex permit and one antlerless-only permit, (ii) a single antlerless-only permit, and (iii) a single either-sex permit. Also makes technical changes. Effective January 1, 2011.

Amends the Carnival and Amusement Rides Safety Act. Provides that a non-profit religious, educational, or charitable institution or association holding a carnival or fair may use the services of a volunteer attendant at an inflatable amusement attraction and such a volunteer attendant is not subject to any of the requirements of the Act or rules adopted under the Act pertaining to carnival workers. Effective immediately.
