Amends the School Code. With respect to the requirement that children enrolling in kindergarten have an eye examination, requires the use of dilating drops for the internal and external examination.

Amends the Illinois Insurance Code. Provides that the Illinois Mine Subsidence Insurance Fund may coordinate with the Illinois State Geological Survey (ISGS) to integrate mine subsidence claim information with corresponding maps on the ISGS website. Provides that neither the Fund nor ISGS shall be liable for the disclosure of any claim information on the ISGS website.
Appropriates $12,000,000 from the Capital Development Fund to the Department of Natural Resources for a grant to the Peoria Riverfront Museum for capital expenses. Effective July 1, 2009.
Amends the Medical Practice Act of 1987. In a provision concerning temporary licenses, provides that persons meeting certain requirements may receive without examination a 3-year temporary license (removes "in the discretion of the Department"). Provides that a pre-residency or post-residency fellowship may qualify as specialty training or a training program. Makes other changes.
Amends the Mobile Home Local Services Tax Enforcement Act. Increases the automation fee assessed by the county collector to the purchaser of a mobile home for delinquent taxes from not more than $10 to not more than $20. Effective immediately.
Amends the Department of Natural Resources (Conservation) Law of the Civil Administrative Code of Illinois, the Fish and Aquatic Life Code, and the Wildlife Code. Provides that veterans seeking certain fee and license waivers may apply for those waivers either at the Department's office in Springfield or through the Department's website (now, only at the Department's office in Springfield). In the Department of Natural Resources (Conservation) Law of the Civil Administrative Code of Illinois, inserts a provision requiring a service member who is applying for a waiver of certain camping fees to do so within 2 years after returning from active duty (now, similar provisions exist in the Fish and Aquatic Life Code as well as the Wildlife Code). In the Wildlife Code, provides that any person on active duty with the Armed Forces of the United States who is now and who was at the time of entering the Armed Forces a resident of Illinois and who entered the Armed Forces from this State (now, and who is also presently on ordinary leave from the Armed Forces) may hunt without procuring a license. Effective immediately.
Amends the Community Services Act. Provides that subject to appropriation, the Department of Human Services shall develop a community based mental health and alcohol and substance abuse crisis intervention system for adults, and that the system shall seek to ensure statewide access to competent rapid response services, the avoidance of hospitalization, and a reduction in the need for transportation. Requires the Department of Human Services to submit an implementation plan to the General Assembly and the Governor at least 6 months prior to operation of the system.
Amends the Department of Human Services Act. Provides that the Department of Human Services shall develop a plan for implementing 14 specified actions (relating primarily to activities of the Division of Alcoholism and Substance Abuse and the Division of Mental Health), including necessary legislative action and rule changes, so that all 14 actions can be implemented by January 1, 2013. Requires that the implementation plan include recommendations for necessary legislative action and changes in rules. Requires the Department to file the plan with the Governor and the General Assembly by January 1, 2012. Effective immediately.
Amends the Property Tax Code. Increases the automation fee assessed by the county collector to the purchaser of property for delinquent taxes from not more than $10 to not more than $20. Effective immediately.
Amends the Department of Human Services Act and the Department of Healthcare and Family Services Law of the Civil Administrative Code of Illinois. Provides that on January 1, 2011, transfers all functions performed by the Division of Alcoholism and Substance Abuse and the Division of Mental Health within the Department of Human Services, as well as any other functions of the Department of Human Services relating to alcoholism and substance abuse or mental health, including such functions performed by the Inspector General within the Department of Human Services, are transferred to the Department of Healthcare and Family Services. Amends various other Acts to make conforming changes. Effective immediately.
