Amends the Illinois Vehicle Code. Provides that no person, except persons permitted by law, shall operate or ride any all-terrain vehicle or off-highway motorcycle with any firearm in his or her possession unless he or she is in compliance with certain provisions of the Deadly Weapons Article of the Criminal Code of 1961 (rather than the Wildlife Code). Effective immediately.

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that, beginning July 1, 2013, not less than 5/82 of the 82% of Local Tourism Fund moneys that are allocated to convention bureaus outside of Chicago shall be (i) allocated to the convention bureau with jurisdiction over the county within Illinois that contains the birthplace of the most recently-elected, Illinois-born president of the United States and (ii) used to promote certain sites connected with that President.
Amends the Public Water Supply Regulation Act. Repeals a provision requiring the Department of Public Health to promulgate rules to provide for the addition of fluoride to public water supplies.
Amends the Public Community College Act. Provides that in multi-campus districts, one non-voting student member from each campus shall be selected to represent the campus (instead of requiring one non-voting student member to be selected to represent all campuses); makes related changes.
Amends the Illinois Identification Card Act and Illinois Vehicle Code to provide that beginning on or before January 1, 2016, the Secretary of State must inquire as to whether an applicant for a State identification card or driver's license is a holder of a Firearm Owner's Identification Card for purposes of issuing an identification card or driver's license with a FOID designation. Provides that an identification card or driver's license with a FOID designation shall also display the applicant's Firearm Owner's Identification Card number and expiration date. Provides that the Secretary shall notify the Department of State Police whenever an identification card or driver's license is issued with a FOID designation. Provides that if the Secretary receives notice from the Department of State Police that the holder of an identification card or driver's license with a FOID designation is no longer eligible to hold a Firearm Owner's Identification Card, the Secretary shall confiscate the identification card or driver's license containing the FOID designation and issue a new identification card or driver's license without the FOID designation. Amends the Firearm Owners Identification Card Act. Provides that a Firearm Owner's Identification Card holder who has been issued an identification card or driver's license containing a FOID designation may present the identification card or driver's license containing the FOID designation instead of the Firearm Owner's Identification Card whenever the display of a Firearm Owner's Identification Card is required under the Act. Provides that the Department of State Police shall notify the Secretary of State if a Firearm Owner's Identification Card holder who has been issued an identification card or driver's license containing the FOID designation becomes ineligible to hold a Firearm Owner's Identification Card.
Amends the Criminal Code of 1961. Exempts from an eavesdropping violation the recording of a peace officer who is performing a public duty in a public place and speaking at a volume audible to the unassisted human ear.
Amends the Counties Code. Provides that on and after the effective date of the amendatory Act and until November 30, 2011, the county board of Rock Island may reduce the salaries or return to a per diem method of compensation for all county board members and the Chairman of the board. Effective immediately.
Amends the Illinois Vehicle Code. Provides that a fourth violation of provisions prohibiting driving while under the influence of alcohol, other drugs, intoxicating compound or compounds or any combination thereof that results in the death of another person is a Class 1 felony.
Creates the Armed Citizen Liability Act. Provides that a person is immune from civil liability arising out of the use of force that is intended or likely to cause death or great bodily harm if (i) the person reasonably believed that the force was necessary to prevent imminent death or bodily harm to himself or herself or to another person and (ii) the person against whom the force was used either was in the process of unlawfully and forcibly entering, or was inside after unlawfully and forcibly entering, the dwelling, motor vehicle, or place of business of the person using the force. In such a case, provides that the finder of fact may not consider whether the person using the force had an opportunity to flee or retreat before he or she used the force, and provides that, with exceptions, the person using the force is presumed to have reasonably believed that the force was necessary to prevent imminent death or bodily harm to himself or herself or to another person. Provides for an award of reasonable attorney's fees, costs, compensation for loss of income, and other costs reasonably incurred to a person using such force. Provides that nothing in the Act limits any other available defense. Provides that the Act applies to a use of force that occurs on or after the effective date of the Act.
Amends the Criminal Code of 1961. Provides that any judge, circuit clerk or clerk of court, public official or employee, court reporter, or other person who knowingly and without lawful authority falsifies any public record received or held by any judge or by a clerk of any court commits a Class 3 felony. Effective immediately.
