Amends the School Construction Bond Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Renewable Fuels Development Program Act. To be eligible for a grant, requires a cellulosic ethanol plant to have a capacity of no less than 20,000,000 gallons per year (instead of 30,000,000). Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning State goals and assessment.
Amends the Code of Civil Procedure. Provides that in any county (instead of in counties with a population of less than 1,000,000), process may be served, without court appointment, by a licensed private detective or by a registered employee of a detective agency. Provides that a private person appointed by the court to serve process shall not be appointed to serve process in more than 5 cases per calendar year. Provides that if a private person is appointed to serve process, the person shall describe the appointment on the return and state that he or she has not served process in more than 5 court cases that year. Provides that the fact that a person appointed to serve process in more than 5 court cases in a year shall not impair the validity of the process served by that person.
Amends the Illinois Municipal Code. Creates the municipal hotel use tax. Authorizes municipalities to impose a tax upon the privilege of renting or leasing rooms in a hotel within the municipality at a rate not to exceed 5% of the rental or lease payment. Requires each hotel in the municipality to collect the tax from the person making the rental or lease payment at the time that the payment is tendered to the hotel and, as trustee, to remit the tax to the municipality. Sets forth certain exemptions. Prohibits municipalities from imposing both a hotel use tax and a hotel operators' occupation tax. Effective immediately.
Amends the Property Tax Code. Makes a technical change in a Section concerning the definition of "taxing district".
Amends the School Code. Makes a technical change in a Section concerning employment.
Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that the redevelopment project in the TIF district created by an ordinance that was adopted on December 22, 1986 by the City of DeKalb shall be completed by December 31 of the 35th year (now, the 23rd year) after the year in which the ordinance was adopted. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning the identification, evaluation, and placement of children in special education programs.
