Amends the Circuit Courts Act. Creates an additional DeKalb County resident judgeship in the 16th judicial circuit (Kane, Kendall, and DeKalb counties), to be elected first in 2008. Authorizes the Illinois Supreme Court to fill the judgeship by appointment until then. Specifies that the judgeship is not a subcircuit judgeship. Effective immediately.
Amends the Children's Mental Health Act of 2003. Makes technical changes in a Section concerning a children's mental health plan.
Amends the Higher Education Student Assistance Act. Makes a technical change in a Section concerning the Illinois Student Assistance Commission.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Amends the Illinois Municipal Code. Provides that any recommendation by a joint review board to approve a redevelopment plan and the designation of the redevelopment project area must be adopted by a unanimous vote of the board. Provides that, if the plan or project area is rejected by the joint review board, the municipality may not proceed with the plan or amendment.
Amends the School Code. Makes a technical change in a Section concerning State goals and assessment.
Amends the School Code. Makes a technical change in a Section concerning a tax for health care purposes.
Amends the Illinois Vehicle Code. Creates the offense of distracted driving. Provides that a person commits distracted driving when he or she operates a motor vehicle while doing anything that distracts the driver from driving in a lawful manner. Provides that a law enforcement officer may charge a person with distracted driving under this provision if the officer has stopped the person for any violation of a law or ordinance governing the movement of vehicles and if the officer determines that the driver was driving while distracted. Provides that any person who commits the offense of distracted driving is subject to an additional fine equivalent to the amount of the fine for the underlying offense that he or she committed.
Amends the Children with Disabilities Article of the School Code. Makes a technical change in a Section concerning the establishment of an impartial due process hearing system.
