Amends the Mental Health and Developmental Disabilities Code. Provides that "person subject to involuntary admission" includes (i) a person with mental illness and who because of his or her illness is reasonably expected to engage in dangerous conduct (instead of reasonably expected to inflict serious physical harm upon himself or herself or another in the near future) and (ii) a person with mental illness who, because of the nature of his or her illness, is unable to understand his or her need for treatment and who, if not treated, is reasonably expected to suffer or continue to suffer mental deterioration or emotional deterioration, or both, to the point that the person is reasonably expected to engage in dangerous conduct. Defines "dangerous conduct" as threatening behavior or conduct that places another individual in reasonable expectation of being harmed, or a person's inability to provide, without the assistance of family or outside help, for his or her basic physical needs so as to guard himself or herself from serious harm.

Amends the Illinois Act on the Aging. Adds medication management to a program of services that the Department on Aging shall establish to prevent unnecessary institutionalization of persons age 60 and older in need of long term care. Provides that the Department shall establish a program to assist persons 60 years of age or older in managing their medications through agreements with local case coordination units. Requires the Department to establish guidelines and standards for the program by rule. Defines "licensed health care professional". Provides guidelines for the program. Effective immediately.
Amends the Unified Code of Corrections. Provides that a judgment order of forfeiture, order of restitution, or any installment thereof may be collected by any and all means authorized for the collection of money judgments. Provides that the State's Attorney of the county in which the judgment order of forfeiture or order of restitution was imposed may retain attorneys and private collection agents for the purpose of collecting any default in payment of any order of forfeiture, order of restitution, or installment thereof.
Amends the Illinois Insurance Code and the Health Maintenance Organization Act. Requires coverage for a mammogram at the age and intervals considered medically necessary by the woman's health care provider for women under 40 years of age and having a family history of breast cancer, prior personal history of breast cancer, positive genetic testing, or other risk factors (now, only for women under 40 years of age and having a family history of breast cancer or other risk factors). Also requires coverage for a comprehensive ultrasound screening of an entire breast or breasts if a mammogram demonstrates heterogeneous or dense breast tissue based on the Breast Imaging Reporting and Data System established by the American College of Radiology or if the woman is believed to be at increased risk for breast cancer due to family history or prior personal history of breast cancer, positive genetic testing, or other indications as determined by a woman's health care provider. Effective immediately.
Amends the Community-Integrated Living Arrangements Licensure and Certification Act. Provides that, subject to appropriation, the Department of Children and Family Services shall implement a project in 3 separate geographical areas of the State for the operation of 3 CILA homes for adolescents diagnosed with autism. Requires that a single service provider operate all 3 homes and have on its staff a behavior therapist. Effective July 1, 2007.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning definitions.
Amends the Wildlife Code. Provides that the Department of Natural Resources may issue crossbow permits to persons age 62 and older upon appropriate verification of age. Effective immediately.
Amends the Illinois Vehicle Code, School Code, Child Passenger Protection Act, and Unified Code of Corrections. Makes various changes regarding: driver education requirements; graduated driver's licenses; instruction permits for minors; curfews for drivers under a specified age; the number of passengers under a specified age allowed in a vehicle driven by a newly licensed driver under a certain age; the use of seat safety belts; the use of wireless telephones by graduated driver's license holders; suspensions of driver's licenses of drivers under age 21 under specified circumstances; required appearances before the presiding judge with a parent or guardian under specified circumstances; vehicle impoundment for drivers arrested for street racing; and other matters. Repeals provisions creating the offense of drag racing. Creates the offenses of street racing and aggravated street racing, and makes conforming changes. Makes other changes. Effective January 1, 2008, except that the provisions amending the School Code are effective July 1, 2008.
Amends the Illinois Housing Development Act. Provides that, subject to appropriation, the Illinois Housing Development Authority shall establish and administer a guardsman and reservist homebuyer assistance program. Authorizes an eligible applicant of the program to apply to an approved lender for financial assistance for a portion of the down payment on the purchase of a house. Provides that the financial assistance shall not exceed certain specified limitations and that an eligible applicant may apply for financial assistance up to 3 years following the completion of active duty. Defines "eligible applicant". Authorizes the Authority to adopt necessary rules for the program. Effective July 1, 2007.
Amends the Abandoned Newborn Infant Protection Act. Provides that every hospital, fire station, emergency medical facility, and police station that is required to accept a relinquished newborn infant in accordance with the Act must post a sign in a conspicuous place on the exterior of the building housing the facility informing persons that a newborn infant may be relinquished at the facility in accordance with the Act. Requires the Department of Children and Family Services to prescribe specifications for the signs and for their placement that will ensure statewide uniformity. Effective immediately.
