Amends the Illinois Public Labor Relations Act. Requires an arbitration panel to fully consider the statutory factors upon which it must base its findings, opinions, and orders during the dispute of a new or amended security labor agreement's wage rates or other employment conditions. Specifies the bases for the statutory factor of the unit of government's financial ability to meet costs.

Amends the Motor Fuel Tax Law. Makes changes to the allocations of the tax receipts. Provides that a proportional allotment of tax receipts shall be made for any road district based on the rate extended by the district. Sets forth allocation procedures for DuPage County. Provides that if any road district has levied a special tax for road purposes under certain Sections of the Illinois Highway Code, that levy entitles the road district for a full or proportionate allotment depending on the rate of the levy. Sets forth allotment procedures for those instances when a township has transferred money to the road and bridge fund. Sets forth allotment procedures for road districts that are subject to the Property Tax Extension Limitation Law. Deletes language providing that the term "road district" includes park districts, forest preserve districts, and conservation districts. Effective immediately.
Amends the Illinois Public Aid Code. Provides that on and after January 1, 2010, in order to use a "LINK" electronic benefits transfer card to obtain food stamp benefits or cash, the user must show a current and valid photo identification. Prohibits such use of a LINK card if the name on the photo identification does not match the name on the LINK card or if the photo does not match the user of the card. Provides that every LINK card issued on or after the effective date of the amendatory Act must include on its face the name of every household member entitled to use the card. Effective January 1, 2010.
Amends various Acts concerning State universities. Repeals provisions that permit the children of employees of an Illinois college or university who have been employed by any one or by more than one Illinois college or university for an aggregate period of at least 7 years to receive a 50% tuition waiver. Effective immediately.
Amends the IMRF Article of the Illinois Pension Code. Provides that if an annuitant becomes an employee and receives earnings from employment in a position normally requiring performance of duty during 1,000 hours or more per year as a Sheriff's law enforcement employee (currently 600 hours or more per year as a non-Sheriff's law enforcement employee) for any participating municipality and instrumentalities thereof or participating instrumentality, then the annuity payable to such employee shall be suspended as of the 1st day of the month coincidental with or next following the date upon which such person becomes such an employee. Effective immediately.
Appropriates $100,000 from the General Revenue Fund to the Environmental Protection Agency to support the alternate fuels rebate program. Provides that such funding shall support grants and rebates only for vehicles that operate on propane or natural gas. Effective immediately.

Amends the Economic Development for a Growing Economy Tax Credit Act. Makes a technical change in a Section concerning the purpose of the Act.
Amends the Public Utilities Act. Makes a technical change in the short title Section.
Proposes to amend the Legislature Article of the Illinois Constitution. Provides for the election of Representatives by cumulative voting with 3 Representatives elected from each of 39 Representative Districts. Provides that the boundaries of Legislative and Representative districts may be separate. Requires that both types of districts, in addition to being compact, contiguous, and substantially equal in population, must reflect minority voting strengths, promote competition, and consider political boundaries. Replaces the current method of redistricting of the Senate and House of Representatives with the following: a commission, appointed by the legislative leaders and in accordance with scoring criteria provided by law, shall score separate Legislative District and Representative District maps submitted by the public; the Senate and House, each by a three-fifths vote, shall adopt one of the 3 maps with the highest scores for its districts; and the Secretary of State shall certify the map with the top score if a chamber fails to adopt a map. Specifies the schedule for redistricting activities. Effective upon being declared adopted and applicable to redistricting beginning in 2011 and to the election of General Assembly members beginning in 2012.
