Amends the Counties Code. Sets a minimum and maximum amount for court fees concerning a judgment of guilty or grant of supervision for certain violations of the Illinois Vehicle Code, for all civil cases in a county with 1,000,000 or fewer inhabitants, and for a judgment of guilty or grant of supervision for a felony, Class A, B, or C misdemeanor, petty offense, and business offense. Effective immediately.

Amends the Business Corporation Act of 1983. Provides that a Notice of Delinquency sent to a corporation when grounds exist for administrative dissolution, shall state that the corporation will be administratively dissolved if the grounds for administrative dissolution are not remedied within the time period prescribed by statute.
Amends the Prevailing Wage Act. Provides that prevailing wage need not be paid to workers engaged in the construction or demolition of public works when employed by or working on behalf of nonprofit organizations for educational purposes. Effective immediately.
Amends the Illinois Power Agency Act. Specifies that the term "clean coal facility" includes an electric generating facility that uses either (1) synthetic gas created by the gasification of municipal solid waste, including, but not limited to, non-recycled plastics from a municipal solid waste facility, or (2) fuel produced by pyrolysis of organic or waste material from a municipal solid waste facility. Effective immediately.
Amends the Fish and Aquatic Life Code. Provides that the Department of Natural Resources shall establish an Asian carp pilot program to permit licensed individuals to shoot Asian carp with a shotgun off of a motorboat in the Illinois River beginning with the 2013 licensing year. Provides that the individuals must have the appropriate license and use a specific type of ammunition. Provides that the Department may adopt administrative rules to establish and administer the pilot program.
Amends the General Assembly Article of the Illinois Pension Code. Provides that active participants who first became participants in the System before January 9, 2013 shall, for periods of service on and after that date, be eligible only for the benefits provided to participants who first became participants on or after January 9, 2013. However, the retirement annuities of active participants who were participants in the System before January 9, 2013 shall be calculated based on a weighted average of the benefits earned before and after the effective date of this amendatory Act. Effective January 9, 2013.

Creates the Aerospace Competitiveness Act. Establishes the Illinois Council on Aerospace and provides for its membership. The purpose of the Council is to emulate national and international best practices that will: (1) improve coordination and responsiveness of the State's aerospace training, education, research, and development programs to meet industry needs; (2) enhance the State's economic climate for the industry; and (3) ensure that Illinois remains the best place in the world to design and manufacture aircraft and grow jobs in the aerospace industry. Sets forth the responsibilities of the Council and provides for funding and reports. Amends the State Finance Act to create the Illinois Aerospace Council Fund.
Amends the Illinois Public Labor Relations Act. With respect to peace officers, fire fighters, and security employees, provides that, in the absence of an agreement, an arbitration panel's consideration of the unit of government's ability to meet costs is limited to existing revenues. Also requires the arbitration panel to consider the impact of an arbitration award on the municipality's staffing and funding of other operations.
Amends the Workers' Compensation Act. Provides that the maximum weekly compensation rate for temporary total incapacity for work lasting more than 3 working days may be decreased by the same percentage as the percentage decrease, in the preceding 12 month period, in the State's average weekly wage in covered industries under the Unemployment Insurance Act. Sets the weekly compensation rate for several specific payments at 50% of the State's weekly wage in covered industries.
