Amends the General Assembly Organization Act. Makes a technical change in a Section concerning the deposit of books, bills, documents, and papers with the Secretary of State.

SCH CD-TEACH TENURE-PRIOR SERV

Amends the School Code. In provisions concerning contractual continued service in school districts other than the Chicago school district, adds an exception to the probationary period of 4 consecutive school terms for a teacher who is first employed as a full-time teacher by a school district on or after the effective date of the amendatory Act but who, prior to employment with the district, already entered upon contractual continued service in another school district, in which case the probationary period is 2 consecutive school terms. Makes a similar change with respect to a teacher employed in a program of a special education joint agreement. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

EMERGING TECHNOLOGY INVESTMENT

Creates the Emerging Technology Industries Act. Requires the Department of Commerce and Economic Opportunity to establish and maintain a program to award grants to emerging-technology enterprises in the State. Sets forth eligibility requirements and funding priorities for awarding the grants, and sets forth procedures for awarding the grants. Requires written contracts in which the emerging-technology enterprise guarantees that it will perform the actions expected to be performed. Sets dollar limits on matching funds for federal Small Business Innovative Research (SBIR) grants and total grant matching funds per year. Limits total credits to $15,000,000 in any one State fiscal year. Amends the State Finance Act to create the Emerging Technology Grant Fund. Amends the Illinois Income Tax Act. Creates an income tax credit for qualified investors who make an investment in an emerging technology enterprise in the State. Provides that the Department of Commerce and Economic Opportunity must certify the amount of the credit and sets forth the procedures for the application and certification of the credit. Sets forth provisions for the revocation and recapture of the tax credit. Contains other provisions. Effective immediately.

MFPSA-BIODIESEL PERCENTAGES

Amends the Motor Fuel and Petroleum Standards Act. Provides that on and after specified dates any diesel fuel sold in Illinois must have a minimum percentage of biodiesel fuel oil. Effective immediately.

CLIMATE ACCOUNTABILITY ACT

Creates the Climate Accountability Act. Requires State agencies to provide certain information before making an expenditure intended to reduce greenhouse gas emissions. Requires the Department of Commerce and Economic Opportunity to regularly conduct audits to ensure that climate expenditure contractors are meeting certain standards. Provides penalties that may be imposed against contractors if those standards are not met. Requires State agencies managing climate expenditure contracts to regularly report certain information to the General Assembly. Suspends funding for climate expenditures if certain requirements are not met. Defines "climate expenditure", "COe", "certified carbon offsets", and "State agency".

CLEAN COAL--EXPEDITED PERMITS

Amends the Department of Natural Resources (Conservation) Law, the Department of Transportation Law, the State Fire Marshal Act, and the Environmental Protection Act. Requires that the rulemaking processes of the Department of Natural Resources, the Department of Transportation, the State Fire Marshal, the Pollution Control Board, and the Environmental Protection Agency include a process for expediting the issuance of permits and licenses for clean coal projects. Authorizes these State agencies to engage the experts and additional resources that are reasonably necessary for implementing this expedited process. Provides that the expedited process applies only upon the request of the applicant and that any additional costs for using that process shall be borne by the applicant. Effective immediately.

Urges the management of the James R. Thompson Center to terminate its security screening procedure that requires persons to display a State-issued form of identification to access State offices located within the building.
