Amends the Illinois Educational Labor Relations Act. With regard to school districts, provides that an educational employee may not engage in a strike and an educational employer may not institute a lockout if that action would cause an interruption of ongoing essential educational services. Instead, requires the parties to submit to binding arbitration. Also provides that it is unlawful for a person to instigate or induce or conspire with or encourage a person to engage in a strike, lockout, slowdown, or work stoppage if that action would cause an interruption of ongoing essential educational services. Provides that these provisions do not prohibit a strike or lockout that began before the start of the school year. Effective immediately.

Appropriates $2 to the Illinois Emergency Management Agency for funding of ITTF fire based Special Operations Teams. Effective July 1, 2006.
Amends the Illinois Public Aid Code. In provisions concerning ambulance service payments under the Medicaid program, provides that for ambulance services provided to a Medicaid recipient on or after January 1, 2006, the Department of Public Aid shall reimburse providers of medical transportation services provided to a disabled person by means of a medi-car, regardless of whether the person has a physical disability or a mental or cognitive disability. Provides that the Department or its authorized prior approval agent shall determine that a person is disabled and eligible for transportation by means of a medi-car if a physician licensed to practice medicine in all its branches certifies to the Department in writing that the person has a physical disability or a mental or cognitive disability.
Amends the Illinois Vehicle Code. Beginning with the 2007 registration year, with respect to motor vehicles of the first division manufactured in model year 2007 and thereafter other than motorcycles, motor driven cycles, and pedalcycles, changes the annual registration fee to: (i) $38 for motor vehicles within each vehicle class that are rated within the top third of the fuel economy ratings for that class; (ii) $78 for motor vehicles within each vehicle class that are rated within the middle third of the fuel economy ratings for that class; and (iii) $118 for motor vehicles within each vehicle class that are rated within the bottom third of the fuel economy ratings for that class (now, with respect to all motor vehicles of the first division other than motorcycles, motor driven cycles, and pedalcycles, the annual registration fee is $78). Bases the vehicle classes and the fuel economy ratings on those determined by the U.S. Department of Energy and the U.S. Environmental Protection Agency. Provides that the provisions apply only to motor vehicles registered for the first time in the 2007 model year. Requires that the fee remains the same for the life of the vehicle. Requires the Secretary of State to post on its website a fuel economy rating for each make and model of motor vehicle to which the provisions apply and the applicable registration fees for those motor vehicles.
Amends the Illinois Procurement Code. Permits a 5% preference to be given to bidders who will use biobased products.
Amends the Illinois Municipal Code. Provides that a municipality may establish by ordinance a daytime curfew to help combat truancy in public schools.
Amends the Election Code. Requires that an election authority's lists of persons who have received and returned absentee ballots must include the address where the ballot is sent. Effective immediately.
Amends the Illinois Procurement Code. Permits a 5% preference to be given to bidders who will use biobased products, except CDB construction contracts.
Amends the Illinois Public Aid Code. In provisions concerning ambulance service payments under the Medicaid program, provides that for ambulance services provided to a Medicaid recipient on or after January 1, 2006, the Department of Public Aid shall reimburse providers of medical transportation services by means of a medi-car or service car at a rate that is uniform throughout the State and does not vary by county or other geographic region.
Amends the Nursing Home Care Act. Provides that the Department of Public Health's rules in connection with nursing home inspections and surveys must allow for flexibility in the survey process and the timing of inspections in the case of facilities that have a satisfactory record of meeting the requirements under the Act. Effective immediately.
