Amends the Illinois Municipal Code. Provides that certain economic incentive agreements entered into on or after the effective date of this amendatory Act shall not be in effect for more than 15 years.

Amends the Motor Fuel Tax Law. Makes changes to the allocations of the tax receipts. Provides that a proportional allotment of tax receipts shall be made for any road district based on the rate extended by the district. Sets forth allocation procedures for DuPage County. Provides that if any road district has levied a special tax for road purposes under certain Sections of the Illinois Highway Code, that levy entitles the road district for a full or proportionate allotment depending on the rate of the levy. Sets forth allotment procedures for those instances when a township has transferred money to the road and bridge fund. Sets forth allotment procedures for road districts that are subject to the Property Tax Extension Limitation Law. Effective immediately.
Amends the Riverboat Gambling Act. Requires that any license authorizing the conduct of gambling under the Act issued by the Illinois Gaming Board after the effective date must be issued pursuant to the competitive bidding process contained in the Act. Effective immediately.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that, beginning on January 1, 2008, with respect to motor vehicles of the first division manufactured in model year 2008 and thereafter, the rate of tax under the Acts depends on the vehicles' annual fuel-cost rating within the class of vehicle to which it belongs, as determined by the U.S. Department of Energy and the U.S. Environmental Protection Agency. Requires the Department of Revenue to post information on its Internet website concerning the tax rates. Provides that the annual fuel-cost rating for a flexible-fuel vehicle is determined by its annual fuel cost when operated on gasoline, rather than by its annual fuel cost when operated on a mixture of gasoline and ethanol. Makes corresponding changes in provisions concerning the distribution of the tax proceeds. Makes other changes.
Amends the Illinois Vehicle Code. Provides that a vehicle or combination of vehicles that otherwise would be subject to a gross vehicle weight limit of 80,000 pounds is subject to a gross vehicle weight limit of 80,400 pounds if the vehicle, or the towing vehicle of the combination of vehicles, is equipped with an auxiliary power unit for idling reduction that is in working order. Makes corresponding changes with regard to applicable registration fees and taxes.
Encourages the State of Illinois and its citizens to not conduct business with President Hugo Chavez or any companies associated with President Hugo Chavez.
Amends the Public Utilities Act. Adds language providing that an "eligible customer" includes a retail customer that owns or operates a cogeneration facility with a rated capacity of not more than 2,000 kilowatts that is located on the customer's premises and is intended primarily to offset the customer's own electrical requirements. Defines "cogeneration facility" to mean equipment used to produce electric energy and forms of useful thermal energy, such as heat or steam, used for industrial, commercial, heating, or cooling purposes, through the sequential use of energy.
Amends the Pharmacy Practice Act of 1987. Provides that a pharmacist may not interchange an anti-epileptic drug or formulation of an anti-epileptic drug for the treatment of epilepsy without notification and the documented consent of the prescribing physician and the patient or the patient's parent, legal guardian, or spouse (now, a pharmacist may not interchange the drug or formulation without notification and documented consent when the prescribing physician has indicated on the original prescription "dispense as written" or "may not substitute"). Effective immediately.
Amends the Illinois Vehicle Code. Provides that any vehicle utilizing an auxiliary power or idle reduction technology unit in order to promote reduction of fuel use and emissions because of engine idling, shall be allowed an additional 400 pounds total to the gross, axle, tandem, or bridge formula weight limits. Provides that certification is required to be eligible for this exception. Makes corresponding changes with regard to applicable registration fees and taxes.
Amends the Juvenile Court Act of 1987. Provides that, in addition to any other sentence, the court shall order any minor found to be delinquent to be enrolled in a streetgang workshop detention program of at least 12 hours operated by the Department of Juvenile Justice. Provides that the program shall instruct the delinquent minor in the dangers of streetgangs and streetgang related activities and on how to avoid joining a streetgang.
