Amends the Criminal Code of 1961 and the Sex Offender Registration Act. Prohibits a child sex offender from residing within 1,000 (rather than 500) feet of a school, park, playground, child care institution, day care center, part day child care facility, day care home, group day care home, or facility providing services exclusively directed toward children under 18 years of age. Prohibits a child sex offender from loitering within 1,000 feet of a school or on a public way within 1,000 feet of a public park. Establishes exemptions for persons who purchased property before the effective date of the amendatory Act. Amends the Sex Offender Registration Act relating to the statement a child sex offender must sign that he or she understands the prohibitions imposed by Illinois law on residing or loitering in certain places. Effective immediately.
Amends the Property Tax Code. Prohibits competition by abatement between taxing districts unless such competition is authorized by an intergovernmental agreement.
Creates the Employees Leave to Attend Criminal Proceedings Act. Requires employers who employ 6 or more people to allow an employee to take unpaid leave to attend a criminal proceeding if the employee was a victim of certain crimes or is in the immediate family of the victim of such crimes. Provides that employers who violate these provisions are deemed to be engaging in an unlawful employment practice. Requires employees to give notice to employers when the employees need to leave work to attend a criminal proceeding. Permits an employer to limit the amount of leave an employee may take to attend a criminal proceeding if the leave creates an undue hardship to the employer's business.
Amends the School Code. Makes a technical change in a Section concerning the Common School Fund.
Amends the School Code. Provides that if a school is located in a low-income and high violence area, as determined by the State Board of Education, then the school board shall require that (1) the school have at least one full-time social worker available for students; (2) the school, if an elementary school, have a gymnasium available for recess; (3) the school, if an elementary school, have at least one recess per school day; and (4) the school offer at least one course in art.
Amends the Illinois Municipal Code. Makes a technical change in a Section concerning the president of a village or incorporated town.
Amends the Illinois Income Tax Act. Creates a credit in an amount equal to 5% of wages paid by the taxpayer during the taxable year to one or more homeless Illinois residents. Provides that the credit may not exceed $600 in each taxable year. Provides that the credit may not reduce the taxpayer's liability to less than zero. Provides that any excess credit may be carried forward. Exempts the credit from the Act's automatic sunset provision.
Amends the Illinois Banking Act. Provides that a financial institution governed under the Act must fully disclose (1) to current customers, (2) to prospective customers, and (3) before any State business transaction whether the financial institution has received any federal financial assistance. Provides that the disclosure may be made through written communication, electronic mail, or on any form that may be filled out during the course of business.
Amends the Rights of Crime Victims and Witnesses Act. Provides that except as otherwise provided in the Victims' Economic Security and Safety Act, an employer who has 50 or more employees for each working day in each of 20 or more calendar weeks in the current or preceding calendar year, and any agent of that employer, shall allow an employee who is a crime victim to leave work to attend certain court proceedings. Provides that an employer may not dismiss an employee who is a crime victim because the employee exercises the right to leave work pursuant to these provisions. Provides that an employer is not required to compensate an employee who is a crime victim when the employee leaves work pursuant to these provisions. Provides that employers shall keep confidential records regarding the employee's leave pursuant to these provisions.
