Amends the Public Community College Act. Provides that as of July 1, 2011, a community college district must maintain a minimum required combined in-district tuition and universal fee rate per semester credit hour equal to 70% of the State-average combined rate, as determined by the State Board, or the total revenue received by the community college district from combined in-district tuition and universal fees must be at least 30% of the total revenue received by the community college district, as determined by the State Board, for equalization funding. Effective July 1, 2010.

Amends the Social Security Number Protection Task Force Act. Makes a technical change in a Section concerning the short title.
Amends the Property Tax Code. Authorizes a home rule municipality, by ordinance, to order the county clerk to abate, for a period not to exceed 10 years, any percentage of the taxes levied by the municipality and any other taxing district on each owner-occupied single-family residence that is located in an area of urban decay within the corporate limits of the municipality. Limits the amount of the abatement to 2% of the taxes extended by all taxing districts on all parcels located within the township that contain residential dwelling units of 6 units or less. Sets forth procedures for adopting an abatement ordinance. Effective immediately.
Amends the Illinois Income Tax Act. Authorizes a credit to each individual taxpayer equal to 20% of the costs of providing medical care and education, including transportation, for a grandchild or step-grandchild during the tax year. Provides that the credit may not reduce the taxpayer's liability to less than zero and may not be carried back or carried forward. Exempts the credit from the Act's sunset provisions. Effective immediately.
Directs the Auditor General to audit State agencies to assess financial and other damages caused to the State by the administration of former Governor Rod Blagojevich.
Amends the Illinois Insurance Code. Provides that any company issuing a policy of automobile insurance must print the amount of the insured's deductible on the insurer-provided insurance card.
Amends the Criminal Code of 1961. Increases by one class the penalties for solicitation of a sexual act, soliciting for a prostitute, soliciting for a juvenile prostitute, patronizing a prostitute, patronizing a juvenile prostitute, and pimping.
Amends the Illinois Dental Practice Act, the Medical Practice Act of 1987, the Nurse Practice Act, the Illinois Optometric Practice Act of 1987, the Pharmacy Practice Act, the Physician Assistant Practice Act of 1987, and the Podiatric Medical Practice Act of 1987. Provides that no licensee or registrant under the Acts shall be compelled to release his or her prescription records to any person or entity licensed under the Wholesale Drug Distribution Licensing Act or any other pharmaceutical sales company and may take all acceptable measures necessary to safeguard these records from unwanted release. Prohibits licensees or registrants under the Acts from releasing any prescription record to a person or entity licensed under the Wholesale Drug Distribution Licensing Act or any other pharmaceutical sales company, unless the licensee or registrant has obtained a release waiver from the patient for whom the prescription was initiated or the patient's authorized agent. Amends the Wholesale Drug Distribution Licensing Act to prohibit the compulsion of the release of prescription records from a licensee or registrant and the receipt of prescription records without the provision of proof of a patient waiver.
Amends the State Police Act. Provides that an officer of the Department of State Police who is operating a police vehicle equipped with an operable in-car video camera system must have the system recording activities outside the police vehicle while the police vehicle's emergency lighting system is activated. Effective immediately.
Amends the Public Utilities Act. Provides that the Illinois Commerce Commission shall require that all public utilities bury high power electric transmission lines along: (i) major highways with an average daily traffic of at least 12,000 motor vehicles; and (ii) any new highway, the construction of which is under State, local, or township jurisdiction.
