Amends the Unemployment Insurance Act in relation to: employees working in a capacity other than an instructional, research, or principal administrative capacity for an institution of higher education or an educational institution; and employees working in a capacity other than an instructional, research, or principal administrative capacity in an educational institution while in the employ of an educational service agency. Deletes provisions that made those employees ineligible for benefits during a period between two successive academic years or terms or during a vacation period or holiday recess if there is a reasonable assurance that the individual will perform that service in the second of the academic years or after the vacation period or holiday recess. Applies to weeks beginning on or after January 2, 2005.

Amends the School Code. Creates the Professional Teacher Standards Board consisting of 11 members appointed by the Governor to administer the Article of the School Code governing the certification of teachers and other certificated school personnel and the approval of teacher and administrator preparation programs. Gives the Professional Teacher Standards Board all powers and duties currently exercised by the State Board of Education and the State Teacher Certification Board with respect to administration of the certification and program approval process, and abolishes the State Teacher Certification Board. Authorizes the Professional Teacher Standards Board to employ an Executive Director and such other staff members as are necessary to exercise its powers and duties and carry out its functions. Provides that a Standard Certificate may be renewed based on proof of professional development (instead of on proof of continuing education or professional development). Makes other changes. Effective July 1, 2003.
Amends the Illinois Clean Indoor Air Act. Provides that units of local government may regulate smoking in public places; provides that this regulation must be no less restrictive than the Act. Changes the home rule limitation from an absolute preemption (with an exception for units having pre-existing ordinances) to a limitation on the concurrent exercise of home rule power. Effective immediately.
Amends the Unified Code of Corrections. Provides that subject to appropriations by the General Assembly to the Department of Corrections for these purposes, the Department shall reimburse the county or counties for operation of juvenile detention centers. Provides that that reimbursement shall be for 100% of the salaries and travel expenses for all employees and supervisors at the county juvenile detention centers. Provides that the county treasurer in each county shall establish a juvenile detention center fund consisting of reimbursements by the Department for funding the operation of the county's juvenile detention centers.
Amends the Local Government Prompt Payment Act. Makes technical changes in a Section concerning the short title.
Amends the Counties Code. Authorizes the county board of any county, by ordinance, to eliminate or reduce the use of open burning as a method of brush removal. Effective immediately.
Amends the Unified Code of Corrections. Makes a technical change in a Section requiring the Department of Corrections to designate those institutions and facilities that are maintained for persons assigned as adults and as juveniles.
Creates the Mercury Reduction Act. Provides that the Environmental Protection Agency may participate in the establishment and implementation of a multi-state clearinghouse to assist in carrying out the purpose of mercury reduction. Provides that beginning July 1, 2005, no mercury-added product may be offered for final sale or use or distributed for promotional purposes in the State without prior written notification to the Environmental Protection Agency by the manufacturer of the product. Sets forth the requirements for this notification. Sets forth restrictions on the purchase or sale of certain mercury-added products. Provides that beginning July 1, 2006, no person may crush, shred, flatten, or otherwise process a motor vehicle for scrap metal without first making a good faith effort to remove any mercury light switches and mercury headlights. Provides that, on or before January 1, 2006, the Pollution Control Board must modify its rules governing universal hazardous waste as appropriate to promote the recycling, recovery, and proper management of elemental mercury and mercury-added products on a statewide basis. Sets forth penalties for violations of the Act. Amends the Environmental Protection Act. Adds "vehicle recycler" to the list of persons who may not knowingly shred, scrap, dismantle, recycle, incinerate, handle, store, or otherwise manage any white good that contains any white components. Provides that no owner, operator, agent, employee of a junkyard or scrap dealership, or vehicle recycler may knowingly shred, scrap, dismantle, recycle, incinerate, handle, store, or otherwise manage any end-of-life motor vehicle that contains any mercury-added component. Defines "vehicle recycler", "end-of-life motor vehicle", and "mercury-added component". Effective immediately.
Amends the Environmental Health Practitioner Licensing Act. Makes a technical change in a Section concerning qualification for licensure as an environmental health practitioner. Amends the Marriage and Family Therapy Licensing Act. Adds civil penalties for unlicensed practice. Amends the Orthotics, Prosthetics, and Pedorthics Practice Act. Removes obsolete language. Amends the Interior Design Title Act. In provision concerning the Board of Interior Design Professionals, adds 2 registered residential interior designers to the Board, provides that a majority of Board members then appointed constitutes a quorum and that a majority vote of the quorum is required for a Board decision, and removes language concerning initial appointments. Removes obsolete language in provisions concerning requirements for registration. Amends the Professional Service Corporation Act. Provides that "regulating authority" will be defined by rule. Makes changes concerning the posting of the corporation's certificate of registration. Amends the Medical Corporation Act. Provides that the registered agent of the corporation need not be licensed if the registered agent is not a shareholder, director, officer, or employee.
Amends the Illinois Vehicle Code. Provides that a person shall not be granted and shall not be able to retain his or her driving privileges if convicted of aggravated driving under the influence of alcohol, drugs, or intoxicating compounds in a case in which the offense was the proximate cause of a death. Provides that if the person's driving privileges have been revoked, he or she may not apply for a driver's license until 2 years from the effective date of the revocation. Provides that the Secretary shall not issue a license to a person sentenced to prison for the offense until 24 months after the date of the person's release. Provides that a graduated driver's license may not be issued to a person under the age of 16. Provides that the Secretary of State is authorized to suspend or revoke without a preliminary hearing the driving privileges of person who has failed to follow proper procedures while driving in a construction or maintenance zone when workers were present. Makes other changes.
