MOTOR VEHICLE THEFT PREVENTION

Amends the Illinois Motor Vehicle Theft Prevention Act. Extends the repeal date from January 1, 2004, to January 1, 2008. Effective immediately.

MEDICAID-PRESCRIPTION DRUGS

Amends the Illinois Public Aid Code in relation to Medicaid. Provides for differential dispensing fees for pharmacies in connection with prescriptions for adult care homes and differential ingredient cost reimbursement of generic and brand name pharmaceuticals. Provides for limiting reimbursement for a prescription to the multisource generic equivalent drug. Prohibits prior authorization requirements for medications used to treat mental illnesses. Authorizes the Department of Public Aid to establish a statewide advisory committee to advise the Department in the development of a preferred formulary listing of drugs covered by the State's Medicaid program. Requires the Department to evaluate drugs and drug classes for inclusion in the State Medicaid preferred drug formulary based on safety, effectiveness, and clinical outcomes of treatments. Makes other changes. Effective immediately.

LOCGOV-ORDINANCES

Amends the Counties Code and the Illinois Municipal Code. Grants a county the authority to enact an ordinance identical to one that has been enacted by a municipality within that county even if the county would not otherwise be able to enact the ordinance. Grants a municipality the authority to enact an ordinance identical to one that has been enacted by a county that contains the municipality even if the municipality would not otherwise be able to enact the ordinance.

COURT REPORTERS-BARGAINING

Amends the Illinois Public Labor Relations Act, the Court Reporters Act, and the Court Reporter Transcript Act. Provides that for the purposes of collective bargaining by court reporters, the State shall be divided into 3 groups. One group consists of the Cook County Judicial Circuit, one group consists of the 12th, 18th, and 19th judicial circuits, and one group consists of every other judicial circuit. Provides that in the groups with multiple circuits, the chief judges shall act by a majority vote. Provides that for purposes of establishing salaries, fringe benefits, holidays, vacations, and proficiency tests, each group shall make those decisions for court reporters within the group's jurisdiction. Provides that in establishing proficiency tests, the chief judges of one group shall consult the other groups. Provides that each chief judge retains the right to hire, appoint, promote, evaluate, discipline, and discharge the court reporters employed in his or her circuit. Sets forth findings and declarations concerning this amendatory Act. Provides that the Act shall be liberally construed. Provides that the provisions of the Act are severable. Effective immediately.

CNTY CD-WASTE DISPOSAL

Amends the Counties Code. Provides that, in counties that wish to offer waste collection or disposal in the unincorporated areas of the county, the county board may, by ordinance, require that the contracted provider be the exclusive provider for residences in the unincorporated areas of the county. The county board may also provide in the contract for waste disposal service, that users of the service pay the cost of the service directly to the service provider.

VEH CD-NO INSURANCE-FINES

Amends the Illinois Vehicle Code. Increases the fine for operating an uninsured vehicle to an amount in excess of $1,000, but not more than $2,000 (from an amount in excess of $500, but not more than $1,000). Increases the fine for operating a vehicle when registration is suspended for noninsurance to not less than $2,000 and not more than $4,000 (from not less than $1,000 and not more than $2,000). Increases from $100 to $200 the fee for reinstatement of the registration of a motor vehicle after the registration was suspended because the owner was convicted of operating an uninsured vehicle, operating a vehicle when its registration was suspended for noninsurance, or display of a false insurance card. Increases from $200 to $400 the fee for reinstatement if the vehicle's registration was suspended because the owner submitted false proof of insurance.

UNEMPL INS-ACADEMIC PERSONNEL

Deletes existing provisions of the Unemployment Insurance Act regarding the eligibility of certain academic and other personnel between academic years and during vacation periods. Inserts language providing that an individual is ineligible for benefits on the basis of wages for services in an instructional, research, or principal administrative capacity performed for an educational institution (including services performed while in the employ of an educational service agency) during the period between 2 successive academic years or terms, during a paid sabbatical leave, or during an established and customary vacation period or holiday recess if the individual performed those services immediately before the period or recess and there is a reasonable assurance that the individual will perform those services after the period or recess.
