MHDDC-CIRCUIT CT JURISDICTION

Amends the Mental Health and Developmental Disabilities Code. Provides that the circuit court has jurisdiction over all persons alleged to be in need of psychotropic medication or electroconvulsive therapy, whether or not they are charged with a felony. Effective immediately.

PUB AID-SNAP-GROSS INCOME

Amends the Illinois Public Aid Code. Provides that subject to federal approval if required, a household that includes an elderly, blind, or disabled person shall be considered categorically eligible for Supplemental Nutrition Assistance Program (SNAP) benefits if the gross income of such household is at or below 200% of the nonfarm income poverty guidelines updated periodically in the Federal Register by the U.S. Department of Health and Human Services under the authority of 42 U.S.C. 9902(2); and a household that does not include an elderly, blind, or disabled person shall be considered categorically eligible for Supplemental Nutrition Assistance Program (SNAP) benefits if the gross income of such household is at or below 165% of those nonfarm income poverty guidelines. Effective January 1, 2016.

NEW BUSINESS PERMITTING PORTAL

Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. Provides that the Department of Financial and Professional Regulation shall create and maintain a website to help persons wishing to create new businesses or relocate businesses to Illinois. Establishes requirements for information to be included on the website.

FOOD HANDLING-FARMERS MARKETS

Amends the Food Handling Regulation Enforcement Act. Provides that the provisions and rules set forth in a Section concerning farmers' markets only apply to that Section (currently, the entire Act). Effective immediately.

PROCUREMENT-SERVICE ORGS

Amends the Illinois Procurement Code. Provides that the Code does not apply to contracts between the Department of Agriculture and a non-profit service organization for the purpose of providing goods or services on the Illinois State Fairgrounds during the Illinois State Fair or on the DuQuoin State Fairgrounds during the DuQuoin State Fair. Effective immediately.

DRYCLEANER-FUND-REENROLLMENT

Amends the Drycleaner Environmental Response Trust Fund Act. Provides that if an insurer sends a second notice to an owner or operator demanding immediate payment of a past-due premium for insurance services provided pursuant to the Act, the demand for payment must offer a grace period of not less than 30 days during which the owner or operator shall be allowed to pay any premiums due. Provides that if payment is made during that period, coverage under the Act shall not be terminated for non-payment by the insurer. Provides that if an insurer terminates an owner or operator's coverage under the Act, the insurer must send a written notice to the owner or operator to inform him or her of the termination of that coverage, and that notice must include instructions on how to seek reinstatement of coverage, as well as information concerning any premiums or penalties that might be due. Effective immediately.

FINANCE-HEALTH INS RESERVE

Amends the State Finance Act. Provides that bills received and recorded by the Department on or before June 30th of a particular fiscal year that may be paid in total by the Department from future fiscal year Health Insurance Reserve Fund appropriations shall be limited to $100,000,000 in fiscal year 2014 and each fiscal year thereafter.

LONG-TERM ACCOUNTING ACT

Creates the Long-Term Accounting Act. Provides that the purpose of the Act is to improve transparency and accountability during the State budget process. Contains provisions concerning the passage of appropriation bills and the electronic publication of appropriation bills. Amends the State Comptroller Act. Requires the Generally Accepted Accounting Standards and Principles for Illinois State Government be compatible with generally accepted accounting standards and principles for government as prescribed by the Governmental Accounting Standards Board. Amends the Commission on Governmental Forecasting and Accountability Act. Provides that the Commission on Governmental Forecasting and Accountability must publish fiscal budget statements. Sets forth the requirements for the fiscal budget statements. Contains other provisions. Effective immediately.
