Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that ITAP shall include a database of pension contributions made on behalf of members of the General Assembly Retirement System and the State Employees' Retirement System of Illinois and annuity payments for annuitants under those retirement systems. Provides that information on the ITAP database shall be downloadable in Excel or Comma Separated Value format. Provides that the website shall accommodate online comments and questions from the public concerning State expenditures. Provides that the website must contain contact information listing individuals and officials who are able to answer questions about information on the website. Effective immediately.

Amends various Acts relating to the governance of State universities. With respect to any contract or collective bargaining agreement entered into, amended, or renewed on or after the effective date of the amendatory Act, provides that a university is prohibited from entering into a contract or agreement that offers its employees or contractors tuition waivers, grants, scholarships, or any other higher education benefits for the children, spouses, or other family members of the employees or contractors. Provides that nothing in this prohibition prevents or diminishes the right of a child, spouse, or other family member of an employee or contractor to borrow money for higher education expenses or apply for and be awarded a tuition waiver, grant, scholarship, or other award for higher education expenses, provided that there is no conflict of interest and no preference is given on account of the person being the child, spouse, or other family member of an employee or contractor. Provides that nothing in this prohibition shall diminish the value of contractual rights existing before the effective date of the amendatory Act that are enjoyed by employees and contractors of the university or their children, spouses, and other family members. Repeals provisions that permit the children of employees of a State university who have been employed by any one or by more than one State university for an aggregate period of at least 7 years to receive a 50% tuition waiver. Effective immediately.
Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that over-the-counter medications that are prescribed to a recipient of medical assistance by a physician, a physician's assistant, a nurse practitioner, or any other medical care provider qualified to prescribe medications shall be covered under the State's medical assistance program. Provides that pharmacies providing prescribed over-the-counter medications shall be reimbursed at the same rate determined by the Department of Healthcare and Family Services for prescription medications covered under the State's medical assistance program. Requires the Department to establish guidelines and standards by administrative rule on the documentation, if any, a medical care provider must submit when prescribing an over-the-counter medication to a recipient of aid under the Code. Effective immediately.
Amends the Open Meetings Act. Makes a technical change in a Section concerning the short title.
Urges the Auditor General, when conducting the next scheduled annual audit of the Drycleaner Environmental Response Trust Fund Council, to investigate and report on, among other things, whether Williams and Company Consulting is administering the Council's programmatic responsibilities in a manner that is consistent with the requirements of the Drycleaner Environmental Response Trust Fund Act and rules adopted under that Act, as well as all relevant State procurement laws.
Amends the Metropolitan Transit Authority Act and the Regional Transportation Authority Act. Provides that directors and members of the Regional Transportation Authority, the Chicago Transit Board, the Suburban Bus Board, and the Commuter Rail Board appointed on and after the effective date of this amendatory Act of the 98th General Assembly owe a fiduciary duty to their respective service boards and to the Regional Transportation Authority.
Creates the Jobs Creation Finance Act. Provides that municipalities may designate job creation areas. Provides that businesses that undertake job creation projects in those designated areas are eligible for certain tax incentives. Provides that municipalities may issue bonds in connection with those projects. Contains provisions concerning public hearings. Contains numerous other provisions. Effective immediately.
Amends the Metropolitan Transit Authority Act and the Regional Transportation Authority Act. Provides that individuals are eligible for appointment to the Chicago Transit Board, the Regional Transportation Authority Board, the Commuter Rail Board, or the Suburban Bus Board if he or she possesses at least 5 years of experience in transportation, finance, or urban or financial planning and has resided in the geographic area for which he or she is appointed for at least one year. Requires a member of the Chicago Transit Board and Directors of the Regional Transportation Authority Board, the Commuter Rail Board, and the Suburban Bus Board to reside in the geographic area for which he or she is appointed for the duration of his or her term. Provides that if a member or Director ceases to reside in the geographic area for which he or she is appointed for more than 3 months, his or her office shall be vacant and may be filled by the appropriate appointing authority.
Amends the Illinois Vehicle Code. Provides that the provisions relating to special speed limits while traveling through a highway construction or maintenance speed zone apply only when workers are present in the construction or maintenance speed zone. Effective immediately.
Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice for a person who is not the publisher to sell or offer for sale a magazine or other periodical subscription, either in person or by means of electronic communication, in a transaction in which: the requested price to be paid by the consumer is greater than the subscription price requested by the publisher of the magazine or other periodical; or an element of the contractual relationship between the person and the consumer is a supplemental cancellation fee to be paid by the consumer to the person if one or more subscriptions are canceled prior to the expiration date of the subscription and the person fails to disclose to the consumer, before the establishment of the contractual relationship, that the cancellation fee is an element of the transaction.
