PREVAILING WAGE-NOTICE

Amends the Prevailing Wage Act. Provides that the publication of a prevailing wage determination shall include a notice that the determination is effective and how or where the determination is available for inspection (instead of a notice of the determination).

CD CORR-CREDIT-TIME IN CUSTODY

Amends the Unified Code of Corrections. Provides that an offender charged with the commission of an offense committed while on parole, mandatory supervised release, or probation shall not be given credit for time spent in custody for that offense for any time spent in custody as a result of a revocation of parole, mandatory supervised release, or probation where such revocation is based on a sentence imposed for a previous conviction, regardless of the facts upon which the revocation of parole, mandatory supervised release, or probation is based, unless both the State and the defendant agree that the time served for a violation of mandatory supervised release, parole, or probation shall be credited towards the sentence for the current offense. Effective immediately.

TEACHER-CERT-CRIMINAL OFFENSE

Amends the School Code and the Counties Code. Provides that it is a State's Attorney's duty to notify the State Superintendent of Education and others upon the conviction of any individual known to possess a certificate issued under the School Code of any of certain offenses or any other felony conviction. In the criminal history records check provisions of the School Code, makes changes concerning the offenses for which a school board may not knowingly employ a person. Provides that no one may be certified to teach or supervise in the public schools who has been convicted of certain offenses (instead of providing that in determining good character, any felony conviction of an applicant may be taken into consideration, but such a conviction shall not operate as a bar to registration). In provisions concerning suspension or revocation of a certificate, provides that the State Superintendent of Education has the exclusive authority to initiate the suspension of up to 5 calendar years or revocation of any certificate (instead of providing that a certificate may be suspended for a period not to exceed one calendar year by the regional superintendent of schools or for a period not to exceed 5 calendar years by the State Superintendent). With respect to certificate suspension and revocation, makes changes concerning an investigation, notice, a hearing, an appeal, and the offenses that are grounds for suspension and revocation. Makes other changes. Effective July 1, 2009.

CMS-ACCOUNTABILITY PORTAL

Amends the Department of Central Management Services Law. Requires the Department to establish and maintain a website known as the Illinois Accountability Portal. The website shall provide direct access to information concerning State employees and individual consultants, State expenditures, State tax credits, State contracts, and revocations and suspensions of occupation and use tax certificates of registration and professional licenses.

ST PROCUREMENT-GREEN SUPPLIES

Amends the Illinois Procurement Code. Requires that State agencies procure environmentally preferable supplies and services, with certain exceptions. Authorizes a State agency to give a price preference of up to 10% for an environmentally preferable supply or service. Makes changes in the preferences for recycled materials and paper. Effective January 1, 2010.

ST POLICE-MISSING SENIORS

Amends the Department of State Police Law and the Department of Transportation Law of the Civil Administrative Code of Illinois, the Illinois Emergency Management Agency Act, the Illinois Police Training Act, and the Missing Persons Identification Act. With respect to the State Police's missing endangered senior alert system: (i) refers to the alerts as "Silver" Alerts; (ii) requires that the Department coordinate with the Department of Transportation and the Illinois Emergency Management Agency in the public dissemination of the alerts and the promotion of the system; and (iii) requires that local law enforcement agencies provide for prompt use of Silver Alerts and public dissemination of photographs of missing endangered seniors. Makes other changes. Effective immediately.

ALTERN HLTH CARE-CHILD RESPITE

Amends the Alternative Health Care Delivery Act. Provides for a total of 9 (instead of 8) children's respite care alternative health care models, and requires that 2 (instead of one) of those models be located in the City of Chicago. Makes children's respite care center alternative health care models exempt from the requirement to obtain a certificate of need from the Illinois Health Facilities Planning Board before receiving a license from the Department of Public Health. Effective immediately.

MILITARY-VETERANS COURT ACT

Creates the Military and Veterans Court Act. Permits the Chief Judge of a judicial circuit to establish a military and veterans court program for veterans and active duty service members. Provides that in such judicial circuits, a veteran or active duty service member who has a substance abuse problem and who is subject to a criminal proceeding may with the consent of the prosecution and with the approval of the court be admitted into a military and veterans court program. Excludes from the program a veteran or active duty service member: charged with a crime of violence within the past 10 years, excluding incarceration time; who denies his or her use of or addiction to drugs; or who does not demonstrate a willingness to participate in a treatment program. Provides that the military and veterans court program shall include a regimen of graduated requirements, rewards and sanctions, including: fines, costs, restitution, public service employment, incarceration of up to 120 days, individual and group therapy, drug analysis testing, close court monitoring, educational or vocational counseling, and other requirements to fulfill the program. Provides for revocation and resentencing of the person who violates the conditions of the program or who engages in criminal conduct rendering the person unsuitable for the program, or who is not performing satisfactorily or not benefiting from the education, treatment or rehabilitation.

VEH CD-MILITARY-SCHOOL BUS

Amends the Illinois Vehicle Code. Provides that the requirement that school bus drivers complete an annual refresher course to maintain a school bus driver permit shall be suspended during all times that a service member is on active duty. Defines "active duty" in the Illinois Vehicle Code as active duty pursuant to an executive order of the President of the United States, an act of the Congress of the United States, or an order of the Governor. Defines "service member" as a member of the armed services or reserve forces of the United States or a member of the Illinois National Guard. Effective immediately.
