Amends the Illinois Highway Code. Makes a technical change in a Section concerning a county board's use of tax moneys.
Amends the Private Sewage Disposal Licensing Act to prohibit the installation of surface discharging septic systems without a National Pollutant Discharge Elimination System (NPDES) permit issued by the Illinois Environmental Protection Agency. Requires the amendment of the private sewage disposal code to reflect this permit requirement. In the Environmental Protection Act, sets forth a General Assembly finding that compliance with the federal Clean Water Act dictates that the Agency require NPDES permits for surface discharging private sewage disposal systems that discharge into waters of the State. Effective June 30, 2009.
Mourns the death of O.C. "Dixie" O'Hara of Woodstock.
Amends the Counties Code and the State Finance Act. Creates the Local Transportation Match Fund. Provides that a county may, by ordinance, direct that the taxes and penalties collected for specified purposes in the Counties Code (the County Option Motor Fuel Tax and the Special County Retailers' Occupation Tax for Public Safety or Transportation) be deposited into the Fund. Provides that moneys in the Fund shall be used for federal matching funds for participating counties. Requires income on moneys in the Fund to be deposited into the Fund and credited to the counties proportionately. Requires repayment to the counties when State moneys are available and sufficient for matching funds or in 10 years, whichever is earlier. Effective immediately.

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois, the State Finance Act, the School Code, and the Public Community College Act. Creates the School Wind and Solar Generation Program to fund wind generation projects and solar generation projects for school districts and community college districts. Requires the Department of Commerce and Economic Opportunity to implement and administer the program; allows the Department to award full or partial grants for, without limitation, engineering studies, feasibility studies, research studies, and construction costs. For each of the fiscal years 2010 through 2014, requires the State Comptroller to order transferred and the State Treasurer to transfer $5,000,000 from the General Revenue Fund to the School Wind and Solar Generation Fund, a special fund in the State treasury. Provides that all money in the Fund must be used for the purposes of the program. Allows school districts and community college districts to own and operate solar generation turbine farms (not just wind generation turbine farms) that directly or indirectly reduce energy or other operating costs. Effective immediately.
Creates the Manufactured Housing Buyer Protection Act. Provides that, if, after a reasonable number of attempts, the seller of a manufactured housing unit is unable to conform the manufactured housing unit to any of its applicable express warranties, then the manufacturer must either provide the consumer with a new manufactured housing unit of like model line, if available, or otherwise a comparable manufactured housing unit as a replacement, or accept the return of the manufactured housing unit from the consumer and refund to the consumer the full purchase price or lease cost of the new manufactured housing unit, including all collateral charges, less a reasonable allowance for consumer use of the manufactured housing unit, but only when the consumer has first resorted to an informal settlement procedure applicable to such disputes. Provides that persons electing to proceed and settle under the Act are barred from a separate cause of action under the Uniform Commercial Code. Provides guidelines for commencement of such actions. Requires the seller who sells a new manufactured housing unit to a consumer, upon delivery of that manufactured housing unit to the consumer, to provide the consumer with a written statement clearly and conspicuously setting forth in full detail the consumer's rights under specified provisions of the Act. Makes the Act applicable to manufactured housing sold after the effective date of this Act.
Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. Provides that a person may not under any circumstances charge a fee to a claimant for assistance in completing an application form for a property tax relief grant or pharmaceutical assistance under the Act. Effective immediately.
