Amends the Illinois Water Well Construction Code. Provides that beginning January 1, 2010, the Department of Public Health shall issue permits for the construction and modification of closed loop well systems. Provides for the certification and registration of closed loop contractors by the Department. Amends the Water Well and Pump Installation Contractor's License Act to make a technical and a related change. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning the State aid formula.
Amends the Animal Welfare Act. Makes a technical change in a Section concerning the short title.
Creates the Local Initiative Sunshine Act. Defines "gubernatorial or legislative member initiative". Provides that the Illinois State Comptroller's Office shall create and maintain a searchable database website to provide information concerning initiative recipients.
Amends the Regional Transportation Authority Act. Provides that beginning January 1, 2010, the Chicago Transit Authority is responsible for and must coordinate the provision of ADA paratransit services within the City of Chicago (now, Suburban Bus Board provides ADA paratransit services within the City of Chicago). Makes conforming changes. Changes the name of the Suburban Community Mobility Fund to the Metropolitan Mobility Fund. Effective immediately.
Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that the term "aggregate extension" does not include special purpose extensions made for community mental health purposes. Amends the Community Mental Health Act. Provides that, if a governmental unit levies a tax for community mental health purposes at a rate of less than 0.15%, that levy may be increased to not more than 0.15% by submitting the question to the voters. Effective immediately.
Amends the Environmental Protection Act. Requires that the rulemaking processes of the Environmental Protection Agency include a process for expediting the issuance of permits and licenses for ethanol production projects. Authorizes the Agency to engage the experts and additional resources that are reasonably necessary for implementing this expedited process. Provides that the expedited process applies only upon the request of the applicant and that any additional costs for using that process shall be borne by the applicant. Effective immediately.
Amends various Acts relating to the governance of public universities in Illinois. Adds provisions concerning a refund for withdrawal from a course. Contains only captions.
If House Bill 35 of the 96th General Assembly becomes law, amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Requires that the Illinois Transparency and Accountability Portal include databases of specified information concerning (i) State funds, (ii) members of State executive branch boards, commissions, councils, and committees, and (iii) the budgets of those executive branch entities.
