Amends the Property Tax Code. Makes a technical change in a Section concerning the Property Tax Extension Limitation Law.

Amends the Property Tax Code. Extends by 30 days the deadline for filing certain appeals with a board of review or the Property Tax Appeals Board. Makes corresponding changes in several provisions concerning the form of notices that must be given.
Adopts the revenue estimates released on March 16, 2010 by the Commission on Government Forecasting and Accountability as the funds estimated by the General Assembly to be available during FY11 for purposes of the constitutional limit on appropriations.
Creates the Farmland Preservation Act of 2010. Contains only a short title provision.
Amends the Regional Transportation Authority Act. Provides that beginning January 1, 2010, the Chicago Transit Authority is responsible for and must coordinate the provision of ADA paratransit services within the Chicago Transit Authority's service area (now, Suburban Bus Board provides all ADA paratransit services). Makes conforming changes. Effective immediately.
Amends the Illinois Drainage Code. In provisions imposing penalties for the destruction or removal of drainage tiles, provides that the penalties do not apply to a person or entity that obstructs, destroys, or removes agricultural drainage tile located on that person's or entity's property after a licensed hydrological engineer or other professional with similar qualifications determines that the obstruction, destruction, or removal of the agricultural drainage tile will not adversely impact water runoff in the drainage district. Effective immediately.
Amends the Illinois Governmental Ethics Act. Prohibits campaign contributions to the Governor from a gubernatorial appointee or the appointee's spouse or certain relatives.
Amends the Illinois Horse Racing Act of 1975. Provides that an organization licensee may not be allowed to conduct a horse race meeting at any place within 5 miles (rather than 35 miles) of any other place licensed by the Board to hold a race meeting on the same date during the same hours. Gives an organization licensee the authority to (i) determine and set hours of operation and days of operation for intertrack wagering under an intertrack wagering license and intertrack wagering location license and (ii) determine wagering on simulcast programs on out-of-state races at wagering facilities at which intertrack wagering and intertrack wagering location licensees owned by the organization licensee conduct business. Provides that a non-host licensee may carry the host track simulcast program and may (rather than shall) accept wagers on all races included as part of the simulcast program upon which wagering is permitted. Effective immediately.
Amends the Public Utilities Act. Provides that no public utility shall impose a sprinkler standby charge on the owners of structures that contain automatic fire protection systems. Provides that "sprinkler standby charge" means additional charges imposed by a public utility on owners of structures because the structures are equipped with automatic fire protection sprinkler systems. Effective immediately.
Amends the Illinois Municipal Code. Provides that municipalities shall be liable for damages to real estate within or outside of the corporate boundaries of the municipality damaged by overflow or otherwise damaged by reason of the construction, enlargement or use of any channel, ditch, drain, outlet, or other improvement by the municipality. Provides that, if judgment is rendered against a municipality for damages, then the plaintiff may recover reasonable attorneys' fees. Specifies notice requirements. Amends the Local Governmental and Governmental Employees Tort Immunity Act. Provides that municipalities shall be liable for damages to real estate within or outside of the corporate boundaries of the municipality damaged under certain specified circumstances. Effective immediately.
