Amends the Child Care Act of 1969. Provides that the limit of children for day care homes does not include the family's natural or adopted children that attend school on a full-time basis. Provides that the Department of Children and Family Services shall adopt rules to conform to the Act no later than January 1, 2014. Effective immediately.

Amends the Metropolitan Transit Authority Act and the Regional Transportation Authority Act. Provides that if the Chicago Transit Board, the Commuter Rail Board, or the Suburban Bus Board or any officer, attorney, employee, or agent of the Chicago Transit Board, the Commuter Rail Board, the Suburban Bus Board, or the Regional Transportation Authority intends to award a bonus that exceeds 10% of the recipient's salary, that bonus shall be approved by the Regional Transportation Authority Board prior to the award. Provides that if any of the Service Boards seek to enter into a severance agreement or an employment-related settlement agreement exceeding $50,000, that agreement shall be reviewed by the Regional Transportation Authority Board for approval prior to execution. Requires the Regional Transportation Authority Board to review the agreement to determine whether the terms are reasonable and in the region's best interest. Provides that the service boards may only enter into severance agreements or employment-related settlement agreements that have received the Regional Transportation Authority Board's prior approval.
Amends the Regional Planning Act. Provides that the Board may by majority vote pass a resolution to consolidate its mass-transit planning activities with the Regional Transportation Authority and any of its Service Boards into a single department within the Regional Transportation Authority. Prohibits the resolution from taking effect until 90 days after the Regional Transportation Authority Board has adopted a similar resolution or ordinance. Makes similar changes in the Regional Transportation Authority Act.
Amends the State Comptroller Act. Makes a technical change in a Section concerning the short title.
Amends the Property Tax Code. Provides that, in counties with a population of less than 3,000,000, a complaint to affect the assessment of property shall be filed on or before 60 calendar days (instead of 30 calendar days) after the date of publication of the assessment list, if the appeal contains an appraisal. Effective immediately.
Amends the Public Water Supply Operations Act. Provides that every community water supply in Illinois, with specified exemptions, shall have on its operational staff, and shall designate to the Agency in writing, either (i) one Responsible Operator in Charge who directly supervises both the treatment and distribution facilities of the community water supply or (ii) one Responsible Operator in Charge who directly supervises the treatment facilities of the community water supply and one Responsible Operator in Charge who directly supervises the distribution facilities of the community water supply. Defines "Responsible Operator in Charge". Establishes duties of Responsible Operators in Charge. Provides that a violation of the Act by a Responsible Operators in Charge shall be enforceable by administrative citation. Changes certain references from "natural person" and "person" to "individual". Defines "official custodian" and "person". Provides that the Agency may investigate violations of the Act or any rule adopted under the Act. Effective immediately.
Amends the Regional Transportation Authority Act. Prohibits a Director, Service Board director or member, former Director, or former Service Board director or member from, during his or her term and for a period of 2 years immediately after the end of his or her term, engaging in business dealings with, knowingly accepting employment from, or receiving compensation or fees for services from the Regional Transportation Authority. Provides that this prohibition shall not apply to any business dealings engaged in by the Director or Service Board director or member in the course of his or her official duties or responsibilities as a Director or Service Board director or member.
Amends the Property Tax Code. Provides that each property tax bill shall contain a separate statement for each of the taxing districts setting forth the dollar amount of tax due that will be used by the taxing district to pick up or otherwise pay its employees' contributions to a public pension fund. Provides that each taxing district that picks up or otherwise pays its employees' contributions to a public pension fund must certify this information to the county clerk on or before the last Tuesday in December. Effective immediately.
