LIS-GA COMMITTEE INFO

Amends the Legislative Information System Act. Requires, for the 99th General Assembly and thereafter, the Legislative Information System (LIS) to make available on the General Assembly's website each vote taken on a bill in any committee of the General Assembly showing, in searchable form, each committee member's vote, Representative or Legislative District, and political party. Provides that, as soon as practical, the results of each committee vote shall be submitted to LIS by the committee's chairperson, or his or her designee, to be made available on the General Assembly's website.

CNTY CD-FARMLAND PRESERVATION

Amends the Counties Code. Provides that Boone, DeKalb, DuPage, Grundy, Kane, Kankakee, Kendall, Lake, McHenry, and Will county may levy an annual tax for farmland preservation easement and green redevelopment purposes. Provides that the tax may not exceed 0.05% of the equalized assessed value of taxable property in the county. Provides that the tax must be approved by referendum and that it may be discontinued by referendum. Provides that a referendum to levy or discontinue the tax may be initiated by a petition signed by a number of electors equal to at least 0.5% of the total number of votes cast in the county during the last preceding gubernatorial election. Provides that the proceeds of the tax shall be paid into two separate funds, the county farmland preservation easement fund and the green redevelopment fund. Sets forth the ways in which the proceeds of the funds shall be used.

RTA-ACCESS TO FINANCIAL INFO

Amends the Regional Transportation Authority Act. Requires each Service Board to furnish to the Board access to its financial information systems and other documents, papers or records that the Board may from time to time require, including, but not limited to, audits and draft reports. Provides that the Board may examine the financial information systems and other documents, papers, or records, and the Service Board shall comply with any such request made by the Board within 30 days or an extended time provided by the Board.

HIGHER ED-ONLINE DEGREE-STUDY

Amends the Board of Higher Education Act. Requires each public university to submit to the Board of Higher Education a study of the costs of making available online 4 of the university's most popular degree programs, as determined by the university. Sets forth what must be included in the cost study. Requires the Board of Higher Education to use new and existing data to evaluate probable student outcomes for online degree plans identified by the universities; sets forth other Board requirements.

COMPT-FINANCIAL REPORTING

Amends the State Comptroller Act. Provides that the State's financial accounting and reporting standards shall comply with full accrual accounting standards developed by the Governmental Accounting Standards Board, including, but not be limited to, GASB Statement No. 67 and GASB Statement No. 68. Effective immediately.

MEDICAID-DIABETES EDUCATION

Amends the Medical Assistance Article of the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services to provide medical assistance coverage for diabetes education provided by a certified diabetes education provider for children with Type 1 diabetes who are under the age of 18. Defines "certified diabetes education provider" to mean a professional who has undergone training and certification under conditions approved by the American Association of Diabetes Educators or a successor association of professionals. Defines "Type 1 diabetes" to have the same meaning ascribed to it by the American Diabetes Association or any successor association. Effective immediately.

INC TX-TUITION WAIVERS

Amends the Illinois Income Tax Act. Creates an addition modification in an amount equal to any tuition waiver, grant, or scholarship awarded by the public university to the taxpayer, or to the taxpayer's child, spouse, parent, or other family member, on the basis of the taxpayer's employment with the university if (i) the waiver, grant, or scholarship is used by the recipient in that taxable year and (ii) those amounts are not otherwise included in the taxpayer's adjusted gross income. Provides that 100% of the revenue realized from that addition modification shall be deposited into the Monetary Award Program Reserve Fund. Effective immediately.

MORTGAGE LENDERS-TRUST AGRMNTS

Amends the Residential Mortgage License Act of 1987. Provides that a mortgage lender acting on behalf of a borrower may not require that the seller of real property or his or her agent disclose the terms of a private trust agreement regarding the real property that is the subject of the underlying real estate transaction.
