Amends the Property Tax Code. Provides that if a taxing district is located in more than one county, then the chief county assessment officer of a county in which the taxing district is located may equalize the assessments by increasing or reducing the entire assessment of property in the portion of the taxing district located in the county served by the chief county assessment officer or any area therein so that the assessments will be at 33 1/3% of fair cash value. Sets forth procedures for the equalization. Provides that these provisions do not apply to any taxing district located in Cook County.

Amends the Unified Code of Corrections. Provides that when a defendant, over the age of 21 years, is convicted of a felony that is gang-related, after having twice been convicted in any state or federal court of an offense that contains the same elements as an offense now classified in Illinois as a Class 2 or greater Class felony and the charges are separately brought and tried and arise out of different series of acts, the defendant shall be sentenced as a Class X offender.
Amends "An Act to authorize the Department of Mental Health to convey certain State-owned lands in Kane County", as amended. Provides that certain restrictions on the use of that land do not apply to a portion of that land. Effective immediately.
Amends the Telecommunications Article of the Public Utilities Act. Requires each telecommunications carrier to include a notice on each billing statement for customers for which the carrier provides wireless service recommending that the customer program an emergency contact telephone number under the title "ICE" in the customer's telephone address book in order to facilitate contact by emergency personnel with the customer's preferred emergency contact person. Effective immediately.
Amends the Condominium Property Act. Adds to the list of powers of the Board of Managers, the power to accept, for property with more than 8 units, service of a notice of claim for purposes of the Mechanics Lien Act on behalf of each representative member of the Unit Owners' Association with respect to improvements performed pursuant to any contract entered into by the Board of Managers or any contract entered into prior to the recording of the condominium declaration. Adds the power to distribute the notices to the unit owners. Provides that service to the Board of Managers shall be treated the same as service to the individual unit owner. Effective immediately.
Authorizes the Director of Corrections to convey a permanent exclusive easement to the City of St. Charles, lessees of the City of St. Charles, and public utility companies with respect to specified land in Kane County. Contains findings. Effective immediately.
Creates the Fair Pay for Construction Act. Applies to State and local governments. Establishes guidelines and procedures for proper invoices and for payment of construction contracts. Provides remedies for nonpayment of the construction contracts. Exempts certain projects from the application of the Act. Effective immediately.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that, beginning on the effective date of this amendatory Act and through June 30, 2012, hybrid vehicles and components for hybrid vehicles are exempt from taxation under the Acts. Effective immediately.
Amends the Liquor Control Act of 1934. Defines "alcoholic beverages" to mean the same as "alcoholic liquor". Provides that a distributor's licensee may store alcoholic liquor only in its licensed premises. Effective immediately.
Amends the Health Maintenance Organization Act. Makes a technical change in a Section concerning the short title.
