Amends the Illinois Public Aid Code. Makes technical changes in a Section concerning the amount and nature of medical assistance.

Amends the Election Code. Provides that industries, unions, professions, and other special interest entities, including but not limited to, railways, utilities, chambers of commerce, and gambling entities, and political action committees are limited in their contributions to elected officials of the General Assembly to $3,000 per official per election cycle.
Amends the Counties Code. Provides that the governing board of a fire protection district may submit a written request to the county board of a county that is served by the district for a meeting to discuss donations from a developer of a subdivision or resubdivision located within an unincorporated area of the county that is served by the district.
Amends the Illinois Municipal Code. Provides that for 5 years following the disconnection of an area of land from a municipality, the land may not be annexed into any municipality that has a population of less than 100,000 inhabitants other than the municipality from which it was disconnected.
Creates the Local Government Development Impact Fee Act. Authorizes municipalities and counties to impose impact fees on developers of property because of increased costs incurred by the municipality, the county, a school district, a park district, a library, or a fire protection district that are attributable to the development. Effective immediately.
Amends the Criminal Code of 1961. Extends the period from within 30 days to within 6 months in which a spouse must report to a law enforcement agency criminal sexual assault, aggravated criminal sexual assault, criminal sexual abuse, or aggravated criminal sexual abuse committed against that spouse by the other spouse.
Amends the Property Tax Code. Provides that if, upon making his or her assessment in any year, the assessor determines that land that is assessed without improvement is in the process of being improved and the assessor determines that the improvement will be inhabitable and fit for occupancy on or before December 31 of that year, he or she may estimate the assessed value of the property for that year including a pro-rata increase in the assessed value of the property as a result of the improvements to the property. Provides that a property owner who disputes the estimated assessed value of the property may appeal the assessment. Effective immediately.
Amends the Local Governmental and Governmental Employees Tort Immunity Act. Makes a technical change in the Section concerning the purpose of the Act.
Amends the Good Samaritan Act. Provides that a free medical clinic may receive reimbursement from the Illinois Department of Public Aid or may receive partial reimbursement from a patient based upon his or her ability to pay, provided that any reimbursements shall be used only to pay overhead expenses of operating the free medical clinic and may not be used, in whole or in part, to provide a fee or other compensation to any person licensed under the Medical Practice Act of 1987 or any other health care professional who is receiving an exemption under the Act. Provides that medical care shall not include the use of general anesthesia or require an overnight stay in a health care facility.
Amends the Illinois Municipal Code. Authorizes the corporate authorities of any municipality to create a schedule for and to collect developer donation fees for certain impacts specifically and uniquely attributable to the development of any subdivision or resubdivision of land within the municipality. Effective immediately.
