CON AMEND GA-MEMBER TERMS

Proposes to amend the Legislature Article of the Illinois Constitution. Changes the terms of members of the General Assembly. Provides that Senators elected in 2006 shall serve six-year terms. Provides that Senators elected in 2008 shall serve four-year terms. Provides that Representatives elected in 2006 shall first serve four-year terms and then two-year terms. Provides that, beginning in 2012, in each ten-year period, Senators shall be divided into two groups. Provides that Senators in the first group shall first be elected for terms of six years and then for terms of four years. Provides that Senators in the other group shall first be elected for terms of four years and then for terms of six years. Provides that, beginning in 2012, Representatives shall first be elected for terms of four years, then for terms of two years, and then for terms of four years. Provides that whenever a seat in either house becomes vacant with more than 28 months remaining in the term, the vacancy shall be filled by appointment until the next general election, at which time a replacement shall be elected to serve for the remainder of the term. Provides that the General Assembly shall be a continuous body for a period beginning and ending at noon on the second Wednesday of January of consecutive odd-numbered years. Effective upon being declared adopted. Applies to the election of General Assembly members in 2006 and thereafter; does not affect the terms of members elected in 2002 or 2004.

TOLL HWY-ELECTRONIC COLLECTION

Amends the Toll Highway Act. Provides that the Toll Highway Authority has the power to enter into a contract with a unit of local government or other public or private entity under which the Authority agrees to collect by electronic means tolls, fees, or revenues on behalf of that entity. Effective July 1, 2003.

CRIM CD-LIMITATIONS

Amends the Criminal Code of 1961. Provides that when the victim is under 18 years of age at the time of the commission of the offense and the accused was a member of the clergy, a prosecution for criminal sexual assault, aggravated criminal sexual assault, predatory criminal sexual assault of a child, or aggravated criminal sexual abuse may be commenced at any time. Effective immediately.

PAROLE & RELEASE-VICTIM STATEM

Amends the Rights of Crime Victims and Witnesses Act and the Open Parole Hearings Act. Requires the Prisoner Review Board to establish a toll-free number that may be accessed by the victim of a violent crime to present information for consideration by the Board at the parole hearing or at a proceeding on determining conditions of mandatory supervised release or at a hearing on revocation of mandatory supervised release of a person sentenced to a determinate sentence who committed the crime against the victim. Effective immediately.

CHILD HEALTH INS SUNSET 2006

Amends the Children's Health Insurance Program Act to extend the sunset date for the Act from July 1, 2003 to July 1, 2006. Effective immediately.
