Amends the Nursing Home Care Act and the State Mandates Act. Provides that the minimum standards adopted by the Department of Public Health for the operation of nursing homes must include a requirement that all areas of a nursing home used by residents of the nursing home be air conditioned; provides that such areas include bedrooms and common areas such as sitting rooms, activity rooms, living rooms, community rooms, and dining rooms. Provides that no reimbursement by the State is required for the implementation of any mandate created by this requirement. Effective immediately.
Creates the State Services Assurance Act. Establishes required staffing ratios for specified State agencies that provide essential services. Requires the Departments of Children and Family Services and Veterans' Affairs to convene caseload and workload standards task forces, and the Department of Juvenile Justice to convene a staffing ratio standards task force, to develop standards by January 1, 2007. Requires the Legislative Audit Commission, in consultation with the Auditor General, to schedule audits, to be completed by January 1, 2007, of each executive branch agency under the Governor's authority to determine its staffing level trends. Effective immediately.

Amends the General Not For Profit Corporation Act of 1986. Provides for open meetings for the listed type of meetings of the board of directors of a residential not-for-profit homeowners association. Effective immediately.
Amends the Senior Citizens Real Estate Tax Deferral Act. In the definition of "taxpayer", increases the income limitation, beginning with the 2006 tax year, from $40,000 to $45,000 per year.
Creates the Great Lakes-St. Lawrence River Basin Water Resources Compact Act. Ratifies and authorizes the Governor to enter into the Great Lakes-St. Lawrence River Basin Water Resources Compact. Sets forth the language of the Compact. Requires the Department of Natural Resources and other State agencies to perform, at the direction of the Governor, the functions and duties required of Illinois under the Compact. Effective immediately.
