Amends the Illinois Vehicle Code. Provides that, for purposes of registration of a vehicle, a person shall list his or her domicile address (instead of residence address) on the application.

Amends the Boat Registration and Safety Act. Provides that, when an authorized emergency watercraft approaches, or when approaching a stationary authorized emergency watercraft, the operator of another watercraft shall follow procedures similar to those the Illinois Vehicle Code requires of drivers in similar situations involving authorized emergency vehicles. Provides that the penalties for watercraft operators who fail to follow the required procedures are similar to those that apply to drivers under the Illinois Vehicle Code.
Amends the State Identification Card Act. Provides that the fees for an applicant under 18 years of age are one-half of the fees otherwise charged. Effective July 1, 2007.
Amends the Conservation District Act. Provides that in counties adjacent to a county with more than 3,000,000 inhabitants, by resolution of the county board or boards or by petition signed by 5% of the voters who voted in the county in the last gubernatorial election, a proposal to elect or appoint a 5 or 7 member board of trustees chosen at large or from single member subdistricts of the conservation district shall be submitted to the voters at the next general election. Provides transition procedures if the proposition is approved by a majority of the voters in the district. Provides that the trustees shall be elected on a nonpartisan basis at a consolidated election. Makes other provisions such as, length of initial terms in office and, if more than one county is involved, division of trustees among counties based upon population sizes of the counties. Effective immediately.
Amends the Nursing Home Care Act and the State Mandates Act. Provides that the minimum standards adopted by the Department of Public Health for the operation of nursing homes must include a requirement that all areas of a nursing home used by residents of the nursing home be air conditioned and heated; provides that such areas include bedrooms and common areas such as sitting rooms, activity rooms, living rooms, community rooms, and dining rooms. Provides that no reimbursement by the State is required for the implementation of any mandate created by this requirement. Effective immediately.
Amends the State Treasurer Act. Removes the requirement that the State Treasurer adjust each account at least annually to ensure compliance with the requirements of the College Savings Pool. Provides that the Treasurer shall limit the contributions that may be made on behalf of a designated College Savings Pool beneficiary based on the limitations established by the Internal Revenue Service (now, based on an actuarial estimate of what is required to pay tuition, fees, and room and board for 5 undergraduate years at the highest cost eligible educational institution). Amends the Illinois Income Tax Act. Provides that for taxable years beginning on or after January 1, 2007, distributions from certain qualified tuition programs under the Internal Revenue Code that are administered by other states are exempt from the requirement that a distribution from an Internal Revenue Code qualified tuition program be included when determining adjusted gross income for purposes of determining base income. Requires taxpayers to add to their base income an amount equal to the amount previously deducted for deposits into a qualified tuition program if the moneys are transferred from a qualified tuition program that is administered by the State to an out-of-state program. Makes other changes. Effective immediately.
Amends the Illinois Public Aid Code. Provides that under the Medicaid program, the Department of Healthcare and Family Services shall reimburse psychiatrists for mental health services they provide, as authorized by Illinois law, to recipients via telepsychiatry. Requires the Department to adopt rules establishing a method to reimburse providers for mental health services provided by telepsychiatry. Provides that the reimbursement methodology for mental health services provided by telemedicine shall be comparable to the reimbursement methodology used by the Department for other services provided by telemedicine. Effective immediately.
Urges the Governor to present a capital budget that includes $100,000,000, on an annual basis, for the Illinois Special Places Acquisition, Conservation and Enhancement (iSPACE) Program, which includes the following: (i) a new statewide land acquisition program to protect the State's most precious natural resources and provide recreational opportunities, including matching grants to local governments; (ii) implementation of the Partners for Conservation Program (formerly Conservation 2000) through land acquisition and management grants; and (iii) implementation of the Hunting Heritage Protection Act by increasing the amount of land acreage available for hunting opportunities in Illinois.
