Amends the Unemployment Insurance Act. Makes a technical change in a Section concerning the short title of the Act.

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that the minimum monthly personal needs allowance for a person who is an inpatient in an institution or facility for which payments are made under the Medical Assistance Article throughout a month, and who is determined to be eligible for medical assistance under that Article, is $50.
Amends the Circuit Courts Act. Makes a technical change in a Section concerning court rules.
Amends the Code of Civil Procedure. Makes a technical change in a Section concerning the effect of Article, Part, and Section headings.
Amends the Data Security on State Computers Act. Makes a technical change in a Section concerning the establishment and implementation of the Act.
Amends the School Code. Makes a technical change in a Section concerning common school lands.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning administration of the Code.
Amends the State Pension Funds Continuing Appropriation Act. Provides for appropriation of $13,000,000 on a continuing annual basis from the General Revenue Fund to the State Comptroller for deposit into the Teacher Health Insurance Security Fund in State fiscal years 2009 through 2011. Effective immediately.
Amends the Criminal Code of 1961 relating to the offense of stalking. Provides that if a person ignores another person's request not to follow him or her or his or her family members, a rebuttable presumption exists that the person has transmitted a threat of immediate or future bodily harm. Provides that if a person remains outside another person's home for a period of time in excess of 10 minutes or for a period of time totaling 30 minutes within a 24-hour period on 5 or more occasions, a rebuttable presumption exists that the person has transmitted a threat of immediate or future bodily harm.
Amends the Illinois Insurance Code. Makes a technical change in a Section concerning the purpose of the Article regarding nonprofit risk organizations.
