DISSOL-CHLD SUP-DEPRECIATION

Amends the Illinois Marriage and Dissolution of Marriage Act. Provides that net income is the total of all income minus deductions for federal and State income tax; Social Security; mandatory retirement contributions; union dues; health insurance premiums; prior support or maintenance obligations; expenditures for repayment of debts that represent reasonable and necessary expenses for the production of income; medical expenditures necessary to preserve life or health; reasonable expenditures for the benefit of the child and the other parent, exclusive of gifts; and straight-line depreciation of capital assets reasonable and necessary for the production of income, except for real estate or depreciation regarding an asset for which there is a repayment of debt deduction (instead of federal and State income tax; Social Security; mandatory retirement contributions; union dues; health insurance premiums; prior support or maintenance obligations; and expenditures for repayment of debts that represent reasonable and necessary expenses for the production of income, medical expenditures necessary to preserve life or health, reasonable expenditures for the benefit of the child and the other parent, exclusive of gifts).

UNEMPLOY INS-EXTENDED BENEFIT

Amends the Unemployment Insurance Act. Sets forth alternate criteria for determining whether a "State 'on' indicator" or a "State 'off' indicator" exists for purposes of determining whether an extended benefit period is in effect. Changes criteria for determining the extended benefits to which an eligible exhaustee is entitled. Provides that an individual who would otherwise be eligible for extended benefits shall exhaust all entitlement to emergency unemployment compensation under the federal Supplemental Appropriations Act, 2008 or any similar federal law before receiving those extended benefits. Makes other changes. Effective immediately.

RESIDENTIAL BLDG CONTRACTR LIC

Creates the Residential Building General Contractor Act. Provides for the registration of residential building general contractors with the Department of Labor beginning January 1, 2009. Establishes the Residential Building General Contractor Board. Sets forth powers and duties of the Department and the Board, registration requirements, grounds for discipline, civil and criminal penalties for violation of the Act, and administrative procedure. Includes provisions concerning exemption from the Act and local building permits. Provides that the Act does not limit the power of a unit of local government from regulating or licensing the practice of residential building general contracting in a stricter manner. Amends the Regulatory Sunset Act to set a repeal date of January 1, 2019 for the new Act. Amends the State Finance Act to create the Residential Building Contractor Fund. Effective immediately.

GOVERNOR TRAVEL TO SPRINGFIELD

Prohibits the Governor, except in emergency situations and to commute once a week, from (i) using a State plane or vehicle as transportation from Chicago to Springfield and back and (ii) using State funds or assets or being reimbursed by the State for travel from Chicago to Springfield and back.

ANIMAL-ABUSE CROSS REPORTING

Amends the Humane Care for Animals Act and the Abused and Neglected Child Reporting Act. Provides that an animal control officer or a humane society investigator with reasonable cause to suspect or believe that a child is being abused or neglected or is in danger of being abused or neglected must immediately make a written or oral report to the Department of Children and Family Services. Provides that any person required to report suspected child abuse or neglect under the Abused and Neglected Child Reporting Act must also immediately report suspected animal abuse or neglect or danger of animal abuse or neglect to the Department of Agriculture's Bureau of Animal Welfare. Preempts the exercise of home rule powers. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective immediately.

RENEWABLE ENERGY-WIND-SOLAR

Creates the Renewable Solar and Wind Energy Act. Provides that beginning July 1, 2007, certain entities not in the electric utility business or in the gas distribution business may apply to the electric utility serving the situs of the entity for an investment cost recovery incentive for each kilowatt-hour from a customer-generated electricity renewable energy system installed on the entity's property that is not interconnected to an electric distribution system. Requires applicants to submit a certification to the Department of Revenue before being approved for the incentive. Requires applicants to keep records of incentives received. Provides for recovery of incentives due and remittance of excessive incentives. Provides tax credits for certain participating entities. Requires the Department to report to the Environment and Energy Committees of the General Assembly by December 1, 2011 on the impact of this Act.
