Urges the Supreme Court to adopt a system for the regular evaluation of associate judges and for the removal of associate judges not performing up to standards.

Amends the Criminal Code of 1961. Makes a technical change in a Section concerning justification in the use of force against another person in defense of a dwelling.
Amends the Counties Code. Makes a technical change in a Section concerning boundaries.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning statutory summary suspensions.
Amends the Senior Citizens on State Boards and Commissions Act. Makes a technical change in the short title Section.
Amends the End Stage Renal Disease Facility Act to include in the list of items for which rules adopted pursuant to the Act shall contain minimum standards, a source of emergency backup power at an end stage renal disease facility.
Amends the Unified Code of Corrections. Provides that a person arrested for the commission or attempted commission of a violent crime shall submit specimens of blood, saliva, or tissue to the Illinois Department of State Police for DNA analysis and categorization into genetic marker groupings. Sets forth procedures to be followed if the charge for which the specimens were taken is dismissed, the defendant is acquitted at trial, or the defendant's conviction is overturned and procedures to be followed if the person is convicted of, granted court supervision for, or found guilty under the Juvenile Court Act of 1987 of the offense for which the person was arrested. Amends the State Mandates Act to require implementation without reimbursement.
Amends the General Assembly Article of the Illinois Pension Code. Restricts participation in the General Assembly Retirement System to persons who become participants before January 1, 2013 and provides that, beginning on that date, the System shall not accept any new participants. Makes related changes. Effective immediately.
Amends the Labor Dispute Act. Makes a technical change in a Section concerning the short title.
Amends the Electricity Excise Tax Law. Creates an alternative energy credit for taxpayers who construct facilities that generate electricity using alternative energy sources (including solar, wind, geothermal, landfill methane gas, fuel cells, and biomass). Provides that the credit shall be 0.18 cents per kilowatt hour generated by the alternative energy system. Provides that the credit shall sunset on January 1, 2019. Effective July 1, 2011.
