Amends the Illinois Income Tax Act. Provides, for 5 taxable years, for an income tax credit for the purchase of an alternative fueled vehicle during the taxable year in the amount of $1,000 per vehicle purchased. Provides that the credit may not reduce the taxpayer's liability to less than zero but may be carried forward for 5 years. Effective immediately.

Amends the Illinois Governmental Ethics Act. Makes technical changes in a Section concerning the short title.
Creates the Privacy Protection Act. Prohibits a constitutional officer or a State agency under a constitutional officer from selling personal information regarding Illinois citizens for commercial solicitation purposes without the written consent of each person whose information will be sold. Requires purchasers of that information to enter into an agreement disclosing the intended commercial use of the purchase. In addition to any other fees required by law, requires a State agency to charge the purchaser of information a fee that represents the commercial value of the information, even if that fee significantly exceeds the reasonable costs of copying and providing the information. Defines "commercial solicitation purposes". Amends the Illinois Vehicle Code. Prohibits the Secretary of State from selling driver, vehicle, and title information for commercial solicitation purposes without the written consent of each person whose information will be sold. Requires purchasers of driver, vehicle, and title information to enter into an agreement disclosing the intended commercial use of the information. Provides that the Secretary of State may not knowingly disclose or otherwise make available to any person or entity personal information about any individual in connection with a motor vehicle record, except with the written consent of the individual or as permitted by certain provisions of the federal Driver's Privacy Protection Act of 1994.
Amends the Criminal Code of 1961. Makes a technical change in a Section that prohibits the possession of burglary tools.
Amends the Cemetery Care Act. Makes a technical change in a Section relating to the powers and duties of cemetery authorities.
Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that the Department shall establish a Prescription Drug Purchasing Policy Office to determine and implement strategies for best price purchasing practices for State agencies that pay for prescription drugs by direct purchase or by other arrangements. Effective immediately.
Amends the Pharmacy Practice Act of 1987. Changes the definition of "mail-order pharmacy" and the provisions concerning registration of mail-order pharmacies to include pharmacies located outside of Illinois (rather than in a state of the United States). Allows the Department to make site visits to a mail-order pharmacy and notify the United States Food and Drug Administration that a mail-order pharmacy registered under the provisions is in compliance with State laws and rules governing mail-order pharmacies.
Amends the State Library Act, the General Assembly Organization Act, and the Legislative Commission Reorganization Act of 1984. Eliminates the State Government Report Distribution Center in the Illinois State Library. Requires all reports required by law or resolution to be filed with the General Assembly to be filed with the Legislative Research Unit in an acceptable electronic format. Requires the Legislative Research Unit, with the cooperation of the Legislative Information System, to post abstracts and indexes of reports filed with the Unit on the General Assembly's web site (rather than provide the abstracts and indexes to each member of the General Assembly). Amends various Acts to reflect these changes.
Calls on U.S. Congress to replace the Medicare drug bill.
Creates the Boards and Commissions Act. Contains only a short title provision.
