Amends the Military Code of Illinois. Makes a technical change in a Section concerning funding for the Department of Military Affairs.
Amends the Motor Fuel Tax Law. Adds a caption to a Section concerning definitions.
Amends the Property Tax Code. Provides that for purposes of the senior citizens assessment freeze homestead exemption eligibility threshold, "income" is defined to mean adjusted gross income, properly reportable for federal income tax purposes (now, federal adjusted gross income plus various additions for payments made or moneys received during the taxable year, including interest or dividend income, state income tax payments, annuity income, social security payments, railroad retirement payments, public assistance payments, and a deduction carried over from a prior year for a net operating or capital loss). Amends the Senior Citizens Assessment Freeze Homestead Exemption provision and the State Mandates Act to require implementation without reimbursement from the State. Effective immediately.
Amends the Illinois Income Tax Act. Provides that, for taxable years ending on or after December 31, 2003, an individual taxpayer is allowed an exemption amount equal to twice the basic amount for non-spouse dependents.
Amends the Illinois Vehicle Code. Provides that any motor vehicle subject to the mandatory insurance requirements of the Code must display on the left side of its rear license plate a sticker indicating that the vehicle is covered by liability insurance. Provides that an insurer must provide an insurance sticker for each vehicle insured under its policy. Provides that the insurer may not issue a similar sticker with any policy that does not provide the coverage required by the Code. Provides that the Secretary of State shall prescribe the form and content of the sticker and shall adopt any rules necessary for implementing the provision.
Amends the Election Code. Provides that upon the filing of an objector's petition to a certificate of nomination or nomination papers or a proposed amendment or question of public policy, a copy of the petition may be transmitted by fax machine to the necessary parties, rather than by mail. Effective immediately.
Amends the Unemployment Insurance Act. Provides that none of the amount received by an individual as primary social security old age and disability retirement benefits shall constitute disqualifying income.
